JOB SUMMARY

Under the general supervision of the Chief Economic Planner – Project Cycle Management, the incumbent is responsible for preparation of development programmes and projects, updating of the Public Sector Investment Programme (PSIP), monitoring and evaluation of development programmes and projects, preparation of sectional budget, and supervision of subordinate staff.


MAIN DUTIES

1. Contributes in Formulation, Implementation, Monitoring and Evaluation of Development Programmes and Projects

1.1 Guides Ministries, Departments and Agencies (MDAs) in the formulation and development of credible project proposals and concepts for inclusion in the PSIP
1.2 Provides project formats to ministries
1.3 Desk appraises project proposals and concepts for screening by the Public Sector Investment Committee (PSIC)
1.4 Prepares for PSIC sittings and appraisal of project proposals
1.5 Produces appraisal reports and disseminates them to relevant MDAs
1.6 Updates pipeline of appraised concept notes and proposals
1.7 Participates in stakeholders’ meetings for the development of integrated projects and programmes

2. Updating of Public Sector Investment Programme

2.1 Monitors regular updating of PSIP to ensure all appraised programmes and projects are included in preparation for the annual budget process
2.2 Facilitates financing of PSIP for implementation of programmes and projects
2.3 Capacitates MDAs on managing the PSIP database

3. Monitors and Evaluates Implementation of Development Programmes and Projects

3.1 Provides project progress reporting formats to MDAs for quarterly reporting
3.2 Organizes quarterly review meetings with MDAs to assess physical and financial project implementation progress
3.3 Prepares and compiles quarterly progress reports of all ongoing projects for decision-making
3.4 Conducts regular site visits of all ongoing projects
3.5 Participates in Multi-Sectoral Projects Implementation Committee meetings

4. Inform the National Capital Budgeting Processes

4.1 Participates in drafting the Budget Strategy Paper
4.2 Prioritises the pipeline for inclusion in budget estimates
4.3 Contributes to setting of MDAs capital budget ceilings

5. Preparation of Sectional Budget

5.1 Draws and submits sectional budget to the Chief Economic Planner for onward submission to the ministerial budget team
5.2 Participates in preparation and discussion of departmental budget
5.3 Reviews budget implementation systematically according to the sectional operational plan

6. Supervision of Subordinate Staff

6.1 Approves sectional individual work-plans to ensure adherence to national priorities
6.2 Allocates tasks and responsibilities to ensure operational effectiveness of the department
6.3 Periodically monitors supervisees’ performance for planning and reporting
6.4 Approves adjustments of work plans as needed
6.5 Appraises performance to measure actual against planned performance
6.6 Conducts and recommends training for staff to improve their skills
6.7 Compiles training plans for the section


JOB SPECIFICATION

Education and Training

  • Master’s Degree in Economics plus four (4) years’ experience in project planning and management at middle management level
    OR
  • Postgraduate Diploma in Economics plus six (6) years’ experience in project planning and management at middle management level
    OR
  • Bachelor’s Degree in Economics plus eight (8) years’ experience in project planning and management at middle management level

Added Advantage:

  • Background in Project Management and Monitoring & Evaluation

Other Relevant Knowledge

  • Excellent oral and writing skills
  • Facilitation skills
  • Interpersonal and relationship-building skills
  • Computer literacy (Excel, Word, PowerPoint, etc.)
  • Ability to work under pressure
  • Proven knowledge in Human Resource development and planning
  • Proven knowledge in policy formulation and analysis
