NUMBER OF POSITIONS: One (01)

MAIN PURPOSE OF THE JOB
To contribute towards development and review of National Development Planning Guidelines, long and medium-term National Development Plans, Strategies, and sectoral plans; maintain National Monitoring and Evaluation System (NMES); support data collection, analysis and dissemination to inform planning and budgeting processes.

1.0 Participates in the preparation and review of National Development Planning guidelines

  • Reviews the existing planning guidelines
  • Guides line ministries in the implementation of the guidelines
  • Monitors implementation of the guidelines

2.0 Contributes in the development, review and harmonisation of different long and medium-term National Development Plans and Strategies

  • Identifies key stakeholders for the formulation and review of National Development Plans and strategies
  • Organises and participates in stakeholders’ consultations
  • Contributes in the drafting of the National Development Plans and strategies
  • Attends meetings and workshops for the development of sectoral strategies and policy papers

3.0 Prepares publications for dissemination of National Plans and Policies to all key stakeholders

  • Prepares briefing documents
  • Distributes National Plans and policies to all stakeholders at central and local levels
  • Contributes in the preparation of presentations for dissemination

4.0 Contributes in the maintenance of National Monitoring and Evaluation System (NMES) and Management Information System

  • Participates in the preparation of NMES Plan
  • Organises and participates in meetings of key stakeholders to review development performance indicators

5.0 Supports data collection, analysis and dissemination to inform planning and budgeting processes

  • Designs methodology for data collection
  • Provides guidance on data collection
  • Contributes in the analysis of data to determine performance and trends of key indicators
  • Disseminates reports to relevant stakeholders

6.0 Contributes in formulation, implementation, monitoring and evaluation of development programmes and projects

  • Participates in stakeholders’ meetings for the development of integrated projects and programmes
  • Provides project formats to ministries
  • Updates an inventory of all appraised pipeline projects
  • Conducts regular site visits
  • Prepares quarterly reports on physical and financial performance of all ongoing projects
  • Participates in Multi-Sectoral Projects Implementation Committee meetings

7.0 Participates in the appraisal of projects and sectoral plans to ensure consistency with NDPs

  • Coordinates desk appraisal of sectoral plans and strategies
  • Contributes in the development and review of project formats
  • Coordinates desk appraisal of project proposals and related feasibility studies for submission to PAC
  • Distributes project proposals to all PAC members for individual assessment
  • Serves as secretary to PAC meetings

8.0 Contributes in project negotiations between GoL and development partners

  • Prepares briefs on multilateral and bilateral cooperation
  • Participates in preliminary meetings
  • Participates in the preparation of Donor Round Table Conferences

9.0 Establishes feasible options to enhance performance

  • Prepares an annual work plan
  • Agrees on staff annual work plans to align with departmental objectives
  • Contributes in budget discussions, preparation and presentation
  • Conducts quarterly appraisal of staff to determine individual performance and training needs

JOB SPECIFICATION
Education and Training

  • Master’s in Economics/Statistics
  • Five (5) years at a middle management level in Economics and Development Planning
    OR
  • Bachelor’s degree in Economics/Statistics
  • Ten (10) years at a middle management level in Economics and Development Planning

Other Relevant Knowledge

  • Proven analytical skills
  • Proven experience in data analysis and management
  • Ability to evaluate development proposals
  • Knowledge of Public Service Rules, Code of Conduct and Regulations
  • Good communication skills
  • Knowledge of development planning

RESPONSIBILITIES
For work of others: Responsible for supervising all development planning operations including various planning units in government
For safety of others: Minimal

COMPLEXITY
Authority for decision making: Contributes in the preparation and review of National Development Planning guidelines
Problem solving: Refers to financial rules and regulations, Constitution of Lesotho, Procurement Act, Public Service Regulations, and Planners Manual
Dexterity: Provides technical guidance in the development of Sectoral Plans; requires mental and visual concentration

CONTACTS
Regular contact with the Chief Economic Planner, Heads of Planning Units at central and district levels, Donor Agencies, NGOs, and Private Sector

MENTAL EFFORT
Very high mental effort required when monitoring programmes against work plans, targets, and budgets

FOR EFFECT OF ERRORS
Massive responsibility for supervising the application of security measures; errors could have severe adverse effects on government

SUPERVISION RECEIVED
Reports to the Chief Economic Planner; refers to Financial Regulations, Finance Order, Public Service Regulations, and the Constitution of Lesotho

Ensures knowledge and information is recorded, shared, and utilised

Proven ability to champion, inspire, and deliver change and continuous improvement
