JOB SUMMARY
Under the general supervision of the Principal Range Resources Management Officer, the Senior Range Management Officer is responsible for rangeland data collection, budgeting, planning and reporting, facilitating the drafting and interpretation of regulations, and assisting chiefs in adjudicating the national grazing lands.
MAIN DUTIES
1. RANGELAND DATA COLLECTION
1.1 Facilitate rangeland grazing and browsing potentials
1.2 Supervise identification of palatable rangeland species and determine forage quality
1.3 Develop rangeland assessment and monitoring procedures
1.4 Conduct rangeland assessment trials
1.5 Develop alien invasive species assessment methods
1.6 Develop rangeland assessment manuals and guidelines
1.7 Supervise collection and analysis of vegetation data
1.8 Participate in the development of departmental budget
1.9 Monitor and evaluate performance of sectional staff
1.10 Formulate, monitor and evaluate policy implementation
2. BUDGETING DEVELOPMENT
2.1 Prepare and submit the budget for allocation of funds for planned activities
2.2 Recommend appropriate and suitable equipment purchases for efficient section operations
2.3 Identify sectional needs to be incorporated into the budget
2.4 Develop project proposals to secure funding for program implementation
3. PLANNING AND REPORTING
3.1 Prepare plans to guide the section in implementation of duties
3.2 Submit reports to the supervisor for monitoring and performance assessment
4. FACILITATING DRAFTING, INTERPRETATION, AND IMPLEMENTATION OF REGULATIONS
4.1 Submit issues regarding Range Management Grazing Control Regulations to Law Office for legal drafting
4.2 Revise drafts and submit them for signatories before final submission to the Law Office
4.3 Interpret regulations to inform users of updates or unclear sections
4.4 Recommend relevant legislation and amendments to improve Range Management and Grazing Control Regulations
4.5 Assist chiefs in adjudicating national grazing lands to ensure legal protection
5. ATTENDING MEETINGS AND WORKSHOPS
5.1 Participate in divisional meetings to provide necessary input
5.2 Attend professional and technical meetings/workshops locally and internationally for division development
6. SAFEKEEPING AND MAINTENANCE OF EQUIPMENT
6.1 Recommend procedures for safe storage of division equipment
6.2 Ensure proper locking and safekeeping of equipment for efficient section operations
KNOWLEDGE AND SKILLS
Qualifications and Experience
- Master’s Degree in Range/Pasture Science, Environmental Science, Natural Resources Management, Ecology & Botany plus two (2) years continuous service at the level of Range Management Officer
OR - BSc in Range/Pasture Science, Environmental Science, Natural Resources Management, Ecology & Botany plus three (3) years continuous service at the level of Range Management Officer
