JOB TITLE: Senior Contracts Officer
GRADE: H
RESPONSIBLE TO: Contracts Manager
MAIN PURPOSE OF THE JOB
To manage the contract life cycle of Government of Lesotho (GOL) strategic contracts for goods and services consumed by various ministries and departments.
MAIN DUTIES
1. Coordinates all stages of contract life cycle management
1.1 Identifies the need for the service/good.
1.2 Develops guidelines for the invitation to tender.
1.3 Assesses risks associated with the tender.
1.4 Plans and coordinates the pre-bid conference.
1.5 Participates in the evaluation of bids and selection of the potential bidder.
1.6 Participates in negotiations with preferred bidders.
1.7 Facilitates contract award and signing.
2. Manages and monitors contract compliance
2.1 Develops effective contract monitoring mechanisms, procedures, and policies.
2.2 Develops an effective stakeholder communication strategy.
2.3 Monitors contract compliance by both the government (client ministries) and the service provider.
2.4 Develops and maintains robust contract management systems.
2.5 Evaluates the effectiveness of all existing contract management systems.
2.6 Provides advice on amendments to the contract management system.
2.7 Provides dispute resolution strategies between the client and the service provider.
2.8 Coordinates consultative meetings between the client and the service provider to ensure contract compliance.
2.9 Proposes contract re-negotiation and amendments when necessary.
2.10 Analyzes contract performance and value for money.
2.11 Archives contract documents.
3. Maintains an up-to-date government and leased vehicle database and government property inventory
3.1 Monitors government vehicle fleet and fuel contracts with service providers.
3.2 Ensures that the fleet database of vehicles is up-to-date.
3.3 Conducts vehicle needs assessment per government user groups.
3.4 Provides vehicle demand analysis and recommends vehicle mix and fit-for-purpose vehicles for each ministry.
3.5 Develops government fleet management strategy.
3.6 Maintains data on vehicle short-term hires.
4. Coordinates preparation of revenue and expenditure budget under government contracts and departmental budget
4.1 Liaises with line ministries and the Treasury on proper payment of invoices.
4.2 Facilitates the reconciliation process on genuine transactions.
4.3 Develops control mechanisms to minimize shortfalls.
5. Monitors departmental activities to ensure conformity with laid-down procedures
5.1 Approves individual work plans for an effective performance management system.
5.2 Attends divisional meetings to review progress.
5.3 Participates in the preparation of the budget.
5.4 Compiles the divisional training plan for staff development.

JOB SPECIFICATION
Education and Training
- Option 1: Master’s Degree in Economics/Supply Chain/CIPS Professional Diploma in Supply Chain (Level 6) WITH a Bachelor’s Degree PLUS 5 years of relevant working experience.
- Option 2: Bachelor’s Degree in Economics/Supply Chain/CIPS Diploma in Supply Chain (Level 4) WITH a Bachelor’s Degree PLUS 7 years of relevant working experience.
OTHER RELEVANT KNOWLEDGE
- Knowledge of Public Service Rules and Regulations.
- Knowledge of Financial and Procurement Regulations.
- Contract Management expertise.
OTHER COMPETENCIES
