Purpose of Job
The Senior Civil Affairs Officer supports the implementation of Civil Affairs activities in support of the AUSSOM mandate and stabilization objectives. The role focuses on conflict management, community engagement, reconciliation, social cohesion, local governance support, and coordination with stakeholders at national and sub-national levels.
Main Functions
- Supports implementation and coordination of Civil Affairs activities
- Contributes to conflict prevention, reconciliation, and social cohesion initiatives
- Supports liaison with host authorities, civil society, and community leaders
- Contributes to local governance and stabilization efforts
- Supports planning and implementation of Quick Impact Projects (QIPs)
- Supports integrated mission planning and coordination
- Assists in preparation of reports, briefings, and assessments
Specific Responsibilities
- Support conflict management, mediation, and reconciliation activities
- Facilitate dialogue and confidence-building with communities and stakeholders
- Engage with host authorities, civil society, women and youth groups
- Monitor and analyze local conflict dynamics and developments
- Support planning and reporting of Quick Impact Projects (QIPs)
- Contribute to mission coordination and information-sharing
- Support local governance engagement and community resilience initiatives
- Prepare reports, briefing notes, and situational updates
- Support field coordination and stakeholder communication
- Assist in supervision of field-level civil affairs activities
- Support outreach and peacebuilding awareness activities
- Perform any other duties assigned by the supervisor
Academic Requirements and Relevant Experience
- Master’s degree in Political Science, International Relations, Public Administration, Peace and Conflict Studies, Social Sciences, Development Studies, Law, Anthropology, Governance Studies, or related field with at least 7 years of relevant experience, including 3 years in civil affairs or related fields
OR - Bachelor’s degree in a related field with at least 10 years of relevant experience, including 3 years in civil affairs or related fields
- Experience in AU, UN, or international field missions is desirable
- Experience in mediation, reconciliation, dialogue facilitation, and peacebuilding is desirable
- Experience in Quick Impact Projects (QIPs) is an advantage
- Strong analytical, coordination, and reporting skills required

Tenure of Appointment
The appointment will be made on a fixed-term contract for one (1) year, with the first three (3) months as a probationary period. Renewal is subject to performance and funding availability.

Remuneration
Annual salary: US$ 125,607.58 (P3 Step 5) for internationally recruited staff, inclusive of all allowances.
US$ 91,058.73 for locally recruited staff of the African Union Commission, inclusive of all allowances.
