POSITION TITLE: Senior Analyst Programmer
GRADE: H
NO. OF POSITIONS: One (1)
RESPONSIBLE TO: ICT Application Systems Manager
JOB SUMMARY
Under the supervision of the ICT Application Systems Manager, the Senior Analyst Programmer will provide advanced systems analysis, design, development, and support for the Bureau’s statistical and administrative information systems. The role ensures reliable IT solutions that facilitate data collection, processing, analysis, and dissemination.
MAIN DUTIES
- Analyse user requirements from statistical divisions and design appropriate IT solutions
- Lead the development, testing, and deployment of applications (data collection, processing, and dissemination) for censuses, surveys, and administrative data systems
- Design, maintain, and optimize databases used for statistical operations
- Maintain and enhance existing statistical systems and web-based platforms to align with international statistical standards
- Contribute to ICT strategy and ensure systems align with international statistical standards
- Ensure applications integrate with databases and conform to international statistical standards (e.g., SDMX, CSPro, Census/Survey systems)
- Maintain up-to-date technical documentation, including user manuals
- Liaise with Head of ICT Infrastructure Support and Database Administrator to ensure adequate resources are in place and correctly configured for Bureau of Statistics systems
- Facilitate knowledge transfer and build ICT capacity within the Bureau
- Assist ICT Application Systems Manager in development of divisional work plan and budget
- Assist ICT Application Systems Manager in preparation of quarterly and annual reports for the division
JOB SPECIFICATION
Education and Experience
- Master’s Degree in Computer Science or related subject
AND
At least two (2) years experience as Analyst Programmer/Senior Systems Support Officer or similar position
AND
Experience in Census and Surveys data processing
OR
- Bachelor’s Degree in Computer Science or related subject
AND
At least five (5) years experience as Analyst Programmer/Senior Systems Support Officer or similar position
AND
Experience in Census and Surveys data processing
Other Relevant Knowledge/Skills
- Working knowledge of statistical tools such as SPSS, CSPro, and Survey Solutions (MUST)
- Proven experience in developing and maintaining large-scale data systems, preferably within a statistical agency
- Expertise in Visual Basic with relational databases
- Experience in MySQL and SQL Server
- Knowledge of web technologies (HTML, CSS, JavaScript, APIs)

- For Property: Responsible for computerized records and continuous use of computer systems

- Authority for Decision Making: Assigns and checks work of subordinates, disciplines and assesses performance, advises on IT equipment purchases
- Problem Solving: Expected to solve work-related problems using systems manuals
- Supervision Received: Receives direct instructions from Data Processing Manager as needed
