JOB SUMMARY
Under the general supervision of the Director Civil Aviation is responsible for issuing aircraft registration certificates, supplemental type certificate, airworthiness certificates, inspections and auditing Aircraft Maintenance Organizations (AMOs), evaluating aircraft maintenance facilities, keeping and updating the national register of civil aircrafts and technical records, conducting examinations and issuing licenses of Maintenance Personnel, conducting major defects in aircraft, examining current and international standards, preparing and distributing advisory circulars, recommending changes to the national aviation law, coordinating activities of the section, commissioning experts in aircraft accidents and incidents, investigation and approving designs and modification of aircraft.
MAIN DUTIES
1. ISSUING AIRCRAFT CERTIFICATES
• Issues aircraft certificates of registration to ensure that the aircraft
• Meets the required Standards of Airworthiness.
2. KEEPING THE NATIONAL REGISTER OF CIVIL AIRCRAFT
• Keeps and updates register of civil aircraft for the purpose of air
safety.
• Keeps and maintains technical records of aircrafts on the civil
register in order to monitor their airworthiness.
3. AIRCRAFT MAINTENANCE ORGANISATIONS
AUDITS/INSPECTIONS
• Audit and Inspections of AMOs to ensure that Organisations conducting maintenance on Lesotho registered aircraft are conducting their business in compliance with regulatory requirements.
4. EVALUATES AIRCRAFT MAINTENANCE FACILITIES
• Evaluates aircraft maintenance facilities, applications and inspections
reports for licensing and varying of licenses of such facilities for compliance with Air Operator’s Certificates.
5. INVESTIGATING MAJOR DEFECTS IN AIRCRAFT
• Investigates major defects discovered in aircraft to determine corrective measures to be undertaken where airworthiness may be affected.
6. RECORDING AND FACILITATING COLLECTION OF FEES
• Records and facilitates collection of fees for aircraft registration
certificates of airworthiness.
• Records and facilitates collection of fees for engineers licenses and any services in the airworthiness for which charges may be prescribed to ensure collection of revenue.
7. PERIODIC REVIEWING OF AIRWORTHINESS CONDITION
• Periodically reviews the airworthiness condition and records aircraft on the register to assess adequacy of their maintenance, competency and diligence of the persons who perform the
maintenance.
8. INVESTIGATING MAJOR DEFECTS IN AIRCRAFT
• Investigates major defects discovered in aircraft to determine corrective measures to be undertaken where airworthiness may be affected.
9. EXAMINING CURRENT AND INTERNATIONAL AIRWORTHINESS STANDARDS
• Examines current and new international airworthiness standards to
determine adoption of critical features to national requirements.
10. SURVEYING THE MAINTENANCE FACILITIES
• Surveying the maintenance facilities including training provisions,
organisation and quality control procedures of applicants for issue and renewal of Air Operator’s Certificates.
11. PREPARING AND DISTRIBUTING ADVISORY MATERIAL
• Prepares and distributes aviation material relating to airworthiness
practices and procedures for advice.
12. RECOMMENDING CHANGES TO THE NATIONAL AVIATION LAW
• Recommends changes to the national aviation law on matters of
airworthiness for amendments.
13. COORDINATING ACTIVITIES OF THE SECTION
• Supervises the work of the Airworthiness Inspector for effective
and efficient management.
14. COMMISSIONING EXPERTS IN AIRCRAFT ACCIDENTS/INCIDENTS INVESTIGATION
• Commissioning experts to assist in the investigation of aircraft
accidents/incidents when such cases occur to ascertain the cause.
15. APPROVING DESIGNS AND MODIFICATION OF AIRCRAFT
• Approves designs and modification of aircrafts to ensure they
conform to set standards.
KNOWLEDGE AND SKILLS
Education and Training
University degree in Aeronautical Engineering plus three (3) years experience.
OR
Higher National Diploma in Aircraft Maintenance Engineering (Including Structures, Engines, Control Systems and Flight (Instrumentation) or Aviation Electronics with seven (7) years experience.
OR
Bachelor of Science and Mathematics as major subjects.

• Qualification as a vehicle driver (possession of light motor
Vehicle driving licence as a minimum).
