Role overview

The Senior Advisor: Training and Capacity Development will support pre-service training of Community Health Workers (CHWs) in selected geographical areas to enable CHWs to provide quality health services in the communities they serve. She/he will lead the development, finalization and implementation of a pre-service Training and Development Strategy for Community Health Workers, guided by the Policy Framework and Strategy for Ward based Primary Health Care Outreach teams of the National Department of Health.

The Advisor will work under guidance of the Project Director and in close collaboration with the NDOH. The primary responsibilities of this position are to create a cadre of community-based health care workers capable of providing quality community-based services closely linked to and in support of the formal health system.

Roles and responsibilities

The roles and responsibilities of the Senior Advisor: Training and Capacity Development shall include, but are not limited to the following:

· Provide strategic guidance in the development and implementation of pre-service training for CHW’s to ensure the quality and efficiency of CHW capacity to implement community-based programs which lead to improved health outcomes

· Lead the development, implementation and evaluation of evidence-based and effective approaches to strengthen the competencies of CHW’s

· Develop and implement a performance management plan for CHW’s that promotes

· continuous program quality improvement to meet required targets

· Create effective service delivery linkages between CHW’s and health facilities to ensure access, coverage and quality of services

· Lead the design and development of innovative training programmes for Community Health Workers aligned to project goals and priorities, including but not limited to working with the ICAP Project Director, NDOH and CDC

· Plan, manage and monitor a national strategy for the rollout of pre-service training for CHW capacity building.

Desired experience and qualification

· PhD and/or advanced degree in nursing, midwifery, community health, public health, international development or other related field

· 5+ years of progressive experience in developing a national training strategy for HIV training programs

· Experience in the development and implementation of in-service training programmes for CHW’s

· Sound knowledge of the South African Health System

· Experience in review and adaptation of training material to meet project objectives

· Familiarity with policies and guidelines related to functioning of CHW’s

· Experience in monitoring and evaluation of CHW training programmes

· Proven record of successful collaboration with SA DOH at the national, district and facility levels

· Strong familiarity with and command of USG regulations and compliance

· Proven record of effective coordination and management of complex training initiatives

· Experience with PEPFAR policy, program planning and design

· Demonstrated skills in supervising staff, team building and management

· Excellent verbal and written communication skills in English

· 5+ years of directly related to capacity building of Community Health Workers

· Experience in development of training material for health workforce

· Insights into the HRH policy environment with a specific focus on CHW’s.
