Job Summary:

The Senior Advisor, Hypertension Control will support implementation of the Resolve to Save Lives cardiovascular health (CVH) initiative, with a focus on hypertension control. Their overall responsibility will be to advance implementation of effective hypertension treatment programs in countries through advocacy, engagement with government, providing program implementation support, project and partner management related to hypertension control, and oversight and evaluation of program implementation in selected project countries. Hypertension control programming is being supported in India, China, Thailand, the Philippines, Vietnam, Bangladesh, Ethiopia, Nigeria, Sri Lanka, and the PAHO Latin America & Caribbean region, with likely expansion to additional countries in Asia and Africa within a few years. The Senior Advisor, Hypertension Control will be expected to travel internationally 25-33% of the time.

The Senior Advisor will work under the guidance of and report to the Director, Global Hypertension Control Program and, over time, may supervise junior team members. In addition to communicating regularly with country implementing partners and managing country programs, the Senior Advisor will be the first point of contact with specific RTSL CVH partners and government agency leaders and technically and logistically support implementation of the hypertension control program’s country portfolio.

This full-time position is remote. The incumbent will be expected to convene periodically for in-person team meetings and to work during US East Coast core working hours. The salary range for this role in the US is $110,000 to $128,000; outside the US, salaries are set according to national labor rates for the international NGO sector.

Core Responsibilities and Duties:

The Senior Advisor, Hypertension Control will undertake duties such as but not limited to the following:

  • Develop strategies to launch and scale up hypertension treatment programs in focus countries
  • Build capacity/relationships with partners (e.g., World Health Organization, Pan-American Health Organization, Johns Hopkins University, Global Health Advocacy Incubator)
  • Engage with ministries of health and government leaders of non-communicable disease and/or primary health care services departments at national and subnational levels
  • Engage with country teams, NGO partners, and Ministries of Health to develop hypertension treatment programs, including a monitoring and evaluation framework, indicators, and goals and support ongoing country quality improvement efforts
  • Provide technical guidance and collaborate with partners on communications and advocacy campaigns to promote hypertension control at global and country levels
  • Provide programmatic and other technical input for grants and contracts
  • Track and assist with reporting on progress of projects
  • Support RTSL country staff and provide strategic guidance to RTSL country programs
  • Oversee the analysis of programmatic data and support decision-making for program effectiveness and learning
  • Lead virtual and/or in-person regional hypertension community of practice meetings

Required Qualifications:

Experience required:

  • Master’s degree or higher in public health or clinical field
  • 10+ years in public health program implementation in low- or middle-income settings
  • Experience working with international partners (non-governmental organizations, academic institutions, and/or Ministries of Health)
  • Demonstrated capacity to lead with independence and confidence
  • Desired: MD, RN, pharmacist, or other medical field

Preferred Qualifications:

  • Experience working on facilities-based health service delivery, ideally with knowledge of drug supply, data collection, and enabling patient-centered approaches to treatment access and adherence
  • Medical clinical practice or practical implementation in clinical settings
  • Expertise in monitoring & evaluation/quality improvement of clinical public health programs
  • Experience with facilitation, particularly virtual facilitation
