Overview:

The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment and support, serving thousands of children and families affected by HIV, TB, or other child health conditions.

Lesotho/Local Entities Advancing and Driving Health Responses (LEADR) is a proposed multi-year project funded by USAID intended to provide effective decentralized, differentiated, and integrated facility and community services to maximize equitable access to comprehensive HIV, TB, and COVID-19 interventions through a primary health care approach to ensure that clients have access to holistic services. Its goal is to support the Government of Lesotho to deliver high-quality integrated prevention, care and treatment services that will sustain the reduction in HIV, TB, and COVID-19 transmission, morbidity, and mortality in Lesotho through the implementation of a comprehensive, person-centered approach. If awarded to BCMCFL, the project will be implemented in Butha Buthe and Mokhotlong districts and at the BCMCFL Maseru Centre of Excellence (COE) and Mohale’s Hoek Satellite Center of Excellence (SCOE).

BCMCFL is looking for highly qualified candidates to fill in the following position on a full-time, Fixed-Term Contract basis

Senior Accountant

Duties and Responsibilities

Reporting to Director of Operations, the Senior Accountant will be responsible for the overall financial management of the project. S/he will oversee the effective and appropriate use of financial resources, and will be responsible for accounting, financial reporting, budgeting, tax compliance, in-house controlling, insurance, and audit-related activities of the project

Responsibilities include, but are not limited to the following:

  • Preparing and submitting monthly financial reports and Cash reports for review for to operations Director  
  • Review all, bank reconciliations, advances against gratuities and balance sheet items in accordance with Donor requirements and standards, to attain decision making.
  • Prepare, submit, and process payment of monthly payroll charges in accordance with Level of Effort based on Time sheet.
  • Review payments to vendors in accordance with USAID and Baylor policies and procedures.
  • Ensure that Asset register is maintained, Depreciation and Asset transfers as well as disposals where necessary.
  • Participate in budget preparation where necessary.
  • Review the compiled Value Added Tax claims monthly to be submitted to LRA.
  • Review and monitor Sub Recipient’s liquidity position.
  • Ensure that the subrecipients have enough funds available for uninterrupted operations, working with the Programs to ensure project spending is on track.
  • Provide capacity building to Sub Recipient and non-finance personnel as need arise.
  • Manage funds disbursement to grantees and reconcile in SAP.
  • Participate in visits to sites, and the Grantee’s premises and facilities to monitor progress, performance, and compliance with award terms.
  • Ensures that LEADR data is well captured, maintained, and reconcile with Donors reports.
  • Approve all the accounting transaction in the accounting system.
  • Prepare consolidated financial statements, reconciliations, and audit file for external audits.
  • Supervise Project Accountant.
  • Perform any other duties as assigned by the Administration.

Educational Qualifications, Work Experience and Key Competencies

  • Bachelor’s degree in accounting or finance or related field or equivalent in education, training and/or experience
  • Minimum 7 years working experience in financial management, compliance, and Grants Management and/or Operations/Administration; USAID/PEPFAR essential requirement.
  • Minimum of three (3) years of supervisory/management experience in a financial setting
  • Demonstrable organizational skills will be an added advantage.
  • Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members is an essential requirement.
  • Demonstrable strong communication and interpersonal skills required.
  • Excellent written and verbal communication and relationship building skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network, and negotiate will be an added advantage.
  • Proven ability to solve problems independently without direct supervision is an essential requirement.
  • Strong time management/task prioritization skills will be an essential requirement.
  • Extensive knowledge of Microsoft Excel and Proficiency in Microsoft Word and Access.
  • Excellent oral and written English communication skills.
