Position: Securities Dealer 2 – Domestic Market Operations Division

Purpose of the Role

To execute and manage the Central Bank’s open market operations in line with monetary policy objectives.
The Securities Dealer supports liquidity management, implementation of monetary policy, and the Government of Lesotho’s fiscal policy by facilitating domestic borrowing through issuance of government securities and maintaining orderly financial markets through active trading and market surveillance.


Key Responsibilities

The candidate will be required to:

  • Monitor money market trends, yields, and investor demand.
  • Prepare monthly debt market reports for management and the Debt Management Office.
  • Execute Open Market Operations (OMOs) as mandated by the Central Bank (buying/selling treasury bills, bonds, repos, and reverse repos).
  • Facilitate Government of Lesotho and Central Bank auctions — prepare and issue auction announcements, results, and allotments.
  • Explain available investments in Treasury securities and assist clients in registration and bidding processes in the Central Securities Depository system.
  • Provide market intelligence to inform policy and issuance decisions, including pricing updates to internal teams.
  • Maintain up-to-date knowledge of domestic and regional financial markets.
  • Maintain professional relationships with market participants, including brokers, retail, and institutional investors.
  • Attend and present at market briefings, workshops, and Central Bank meetings related to monetary policy and government securities markets.
  • Trade and manage the Central Bank’s portfolio of government securities.
  • Ensure accurate valuation, recording, and reporting of all securities transactions.
  • Conduct reconciliations between trading, accounting, and custody records.

Minimum Qualifications

  • A Bachelor’s degree in Economics, Finance, Investment Management, Accounting, or a related field.
  • A Master’s degree in any of the above disciplines or professional certification (CFA, FRM, CIMA, ACI Dealing Certificate) will be an added advantage.
  • Proficiency in Bloomberg, Reuters, Central Securities System, or trading platforms; strong skills in Excel and financial modelling tools.
