CHILD SAFEGUARDING STATEMENT: ​​​​​​​​​​​​​​​​​​​​Save the Children South Africa has a zero tolerance towards the abuse and exploitation of children by any of our representatives, and we are equally committed to doing everything within our power to avoid unintended harm or accidents to children as a result of any of our activities.

Child Protection Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

JOB PURPOSE:

Save the Children South Africa (SCSA) is currently implementing an innovative health project in the Limpopo (Capricorn District) and Free State (Thabo Mofutsanyane District) “the Sireletsa Bana project” which has received a one-year project extension until July 31st 2020. The long-term goal of this project is to contribute to a reduction in the prevalence of morbidity and mortality among children under the age of five living in the two provinces in South Africa by 2020. Specifically, the project aims to increase access to quality health services by strengthening health and nutrition initiatives in Early Childhood Development (ECD). There are two vacant positions for 1 Project Manager to be based in the Limpopo Provincial office (in Polokwane) and 1 the Free State Provincial Office in Thabo Mofutsanyane (QwaQwa). The Project Managers will be responsible to be responsible for the project management in their province, manage strategic partnerships at provincial government level and implement the project’s advocacy strategy within the province.  The Project Managers will work under the supervision of the Program Manager.

KEY ACCOUNTABILITIES

  1. Provide project system and plan implementation and oversight
    • Develop a clear and operational annual project implementation plan for the specific province (Limpopo or Free State)
    • Manage implementation, coordination and monitoring of the project activities for the province;
    • Supervise the Project Officer in the province;
    • Manage all local procurement processes required for local project activities;
    • Support the Senior Project Manager to formulate and manage a transition and exit plan for the project ending 31st May 2020;
    • Conduct accredited training for 25 Community Healthcare Workers on the accredited Unit Standard “Promote Healthy development in ECD Programmes”.
  2. Monitor project performance and progress of the annual implementation plan:
    • Review and contribute to the project’s results framework in the province;
    • Contribute to project quarterly reviews (perform periodical data analysis and promote data quality and accuracy);
    • Review and contribute to the project theory of change (ToC);
    • Support the Senior Project Manager to conduct mid-line and end line assessments in the province;
    • Contribute to the development and use of project routine data tools and trackers;
  3. Budget management:
    • Develop and manage the provincial project annual budget;
    • Conduct provincial project budget management;
    • Conduct monthly analysis and reporting on provincial project budget performance;
  4. Project quality improvement:
    • Contribute to the development of Health and Nutrition programme quality benchmarks and quality improvement criterion;
    • Conduct project quality benchmark audits and reporting;
    • Use data for project quality improvement;
  5. Project reporting:
    • Review data reports each month;
    • Develop, collate and review project reports (narrative and financial) monthly, and contribute to quarterly and annual reports ensuring very high quality documents;
    • Contribute to the Monitoring, Evaluation, Accountability and Learning (MEAL) process and application of available tools plus review of these tools;
  6. Programme knowledge management:
    • Facilitate and conduct project knowledge management storage and use of available resources at provincial level;
    • Support development of project documents i.e. materials, good practice stories, lessons learnt etc.
  7. Business Development:
    • Contribute to concept notes and funding proposals for the Health and Nutrition Programme;
  8. Stakeholder Management and development:
    • Establish new and essential sustainable stakeholder relationships at provincial, district and local level at the same time strengthening existing relationships;
    • Facilitate development of MOU with local partners;
    • Support the Senior Project Manager to ensure the strengthening and delivery of the project’s advocacy strategy to promote the government’s ECD policy (and other relevant government policies/programmes);
    • Identify media and local advocacy opportunities for the project’s learnings and successes (conferences, civil society, academic and other government coalition platforms);

NB The employee will be required and expected to execute any lawful instruction given by the line manager or delegated person.

Qualifications and Experience

  • Bachelor’s degree in a relevant ECD, nutrition or health field; a post-grad qualification will be an advantage.
  • Post-matriculation certificate to qualify as an accredited facilitator and as an assessor (in the above mentioned Unit Standard)
  • Project management certification desirable;
  • At least five years of professional experience in the children’s Health/ECD sector;
  • Experience in working with South African government departments and external health/nutrition/ECD stakeholders;
  • Experience working within an NGO;
  • Current driver’s license.
