Save the children: Child Rights Governance Coordinator

CHILD SAFEGUARDING: (select only one)Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

The Regional Programme Unit was set up to hold regional institutions and mechanisms to account towards fulfilment of the rights of children. This provides leverage so that rights of children be respected by African governments  where SCI has a presence. It supports and strengthens the work of Save the Children in our countries of operations. Country offices in turn provide the basis on which to respond and articulate the needs of children.

The Regional Programme Unit:, delivers activities with regional institutions including the Africa Committee of Experts on the Rights and Welfare of the Child (ACERWC), the Inter-Governmental Authority on Development (IGAD), the East African Community (EAC); the Southern Africaan Development Community (SADC); and regional civil society organizations. The scope of work includes: policy and advocacy harmonisation through training workshops, consultation events, learning events, research , supporting regional partners to deliver activities that are aligned with the regional ambition and coordinatation of the work of country offices for multi-country initiatives on child rights governance.

The CRG Coordinator position uses his/her technical knowledge in child rights governance, and partnership management  to support  the delivery of activities aimed at ensuring that child rights issues are protected and promoted in ESA. It also requires the ability to liase with RPU programme, support staff and partners in understanding Save the Children’s Safeguarding Framework and Adult Safeguarding Policies (Protection from Sexual Exploitation and Abuse – PSEA – and Anti-Harassment Policy), including how to report any concerns.

Budget Responsibilities: as delegated by the manager

Role Dimensions: This role requires the ability to steer a multiplicy of agendas across different geographies, themes, partners and country offices.  It also requires a strong ability to interact within a matrix structure and especially with the technical, finance and awards teams.

KEY AREAS OF ACCOUNTABILITY : 

1. Steer the delivery on time, on budget and with compliance and quality of award activities and outcomes

  • Support increased access to information and participation in the media of children to empower them to be active citizens
  • Support the development of standardized guidance on strengthening child rights institutions
  • Support the establishment of regional networks to create spaces for children to participate in governance processes including strengthening dialogue between child-led organisations and NHRI’s and strengthening child participation in good governance processes.
  • Support CSO’s to advocate for child sensitive social protection systems
  • Support individual, civil society and child led complaints to independent child rights institutions
  • Support the monitoring of the realization of civil rights and freedoms (birth registration, child led initiatives, freedom from cruel and degrading treatment)
  • Support engagement of children in the media and child led media coverage
  • Support engagement of children with election processes in East and Southern Africa

2. Partnership  management, Child Safeguarding and PSEA :

  • Responsible for the identification of partners and assessment of capabilities under the technical leadership and close collaboration of the OCD specialist and partner focal points.
  • Working closely with partner focal points,responsible for joint planning and ongoing relationship with partner as well as follow-up of agreements with partners. Receive and assess financial and narrative reports as well as audit reports. Provide feedback to partners based on agreed outcomes and principles to ensure achievement of objectives.
  • Support partner focal points to monitor and evaluate implementation of partner projects through site visits, participation in activities and meetings and in undertaking formal evaluations.
  • Contribute to the desing and implement ation of individual OCD plans and strategies of partners with the OCD specialist
  • Organize partnerships meetings and different for a for continuous partner learning and development.
  • RPU focal point on partnership management as defined in the RPU partnership RACI mostly around coordination of OCAs and promoting sound use of partnership management tools and procedures.
  • Support and Advise RPU staff and partners on child safeguarding, and PSEA policies, and reporting procedures in close collaboration with RO HR focal points
  • Coordinate the reporting process of child safeguarding and PSEA concerns on DATIX and the monthly CSG report with support from the RPM and RO HR focal points.

3. Programme Coordination

  • Develop annual work plan with input from partners to be approved by SPM-CRG
  • Contribute to the long-term strategic planning of the programme.
  • Monitor activities against plan and budget highlighting any significant deviation from plan and making recommendations on corrective measures to the CRG Manager.
  • Provide inputs for the quarterly and annual reports as required.
  • Prepare reports and other information to external donors as required.
  • Gather and collate monitoring data.
  • Contribute to internal and external evaluations.
  • Liaise with country offices to ensure that regional  activities are aligned with national level work.

4. Portfolio Development, Advocacy and Analysis:

  • Analyse the outcomes of the programme and changes in the external operating environment and incorporate findings in to the ongoing development of the programme.
  • On a continuous basis analyse the external environment for civil society and the promotion of children’s rights and child rights programming in  East and Southern Africa.
  • Develop and maintain external network of contacts, support and co-ordinate with other colleagues to ensure maximum impact regionally.
  • Propose research required for achievement of objectives.
  • Support partners and the pillar in the formulation of the agenda for policy influence
  • Contribute to developing project proposals in collaboration with PM, Awards and Finance

QUALIFICATIONS 

EXPERIENCE AND SKILLS:

Essential

  • At least 6 years qualified work experience similar to the tasks above.
  • Knowledge of and experience in working with children’s rights and human rights.
  • Experience in advocacy
  • Experience with working closely with Government, community groups, UN agencies and local and international NGOS.
  • Strong analytical and networking skills and ability to work in a team.
  • Excellent writing skills.

Desirable

  • Experience in fundraising activities is beneficial
  • Understanding of and experience in project cycle management is beneficial
