Overview

Applications are invited from suitably qualified local candidates for the position of Roads Technician within the Local Government Service (Maseru City Council).

The incumbent, under the supervision of the Chief Engineer, will ensure rehabilitation of roads across the city, focusing on quality control, technical supervision, and efficient use of materials, equipment, and labour.

Key Responsibilities

1. Technical Supervision

  • Supervise day-to-day force account road rehabilitation works (grading, gravelling, re-gravelling, pothole patching, drainage improvements, etc.)
  • Ensure works are carried out according to approved specifications, drawings, and contract documents
  • Monitor and record daily progress, labour attendance, and equipment usage

2. Quality Control

  • Conduct regular field tests (e.g. compaction, material grading, layer thickness)
  • Take and document material samples (soils, gravel, aggregates) for laboratory testing
  • Identify defects or non-conformance and recommend corrective actions

3. Resource Management

  • Assist in calculating material quantities and preparing daily material requisitions
  • Monitor fuel, plant, and tool usage on site
  • Ensure proper maintenance and safekeeping of council tools and equipment

4. Reporting and Documentation

  • Prepare daily, weekly, and monthly progress reports, including work volumes and resource consumption
  • Maintain site records, diaries, and photographic evidence
  • Assist in compiling payment certificates for labour and material suppliers

5. Health, Safety, and Environment

  • Enforce site safety rules and ensure workers use appropriate PPE
  • Identify hazards and implement control measures
  • Ensure environmental protection measures (dust control, drainage, spoil disposal) are followed

6. Stakeholder Liaison

  • Liaise with community leaders and residents to minimise disruptions
  • Attend site meetings with council engineers and Roads Directorate representatives as required

Qualifications and Experience

  • Diploma or equivalent qualification in Civil Engineering
  • Minimum of five (5) years’ post-qualification experience in road construction or maintenance (force account experience is an added advantage)
  • Valid driver’s licence (Code B)
  • Computer literacy (MS Word, Excel; basic AutoCAD or similar is an advantage)

Key Competencies

  • Practical knowledge of road construction methods and materials testing
  • Ability to read and interpret engineering drawings and specifications
  • Strong supervision, communication, and record-keeping skills
  • Ability to work under pressure and in remote or semi-urban locations

Working Conditions

  • Field-based role with office time for reporting
  • May require work outside normal hours during urgent maintenance
  • Own transport to and from site may be required (council transport may be provided depending on availability)
