ROAD SAFETY ENGINEER
Position reports to: Manager Environment & Safety
Positions under direct Supervision:

Any of the assigned following positions:-
Technical Manager
Chief Technical Officer
Principal Technical Officer

JOB DESCRIPTION
To assess, co-ordinate and monitor the total safety and environmental function for the relevant business unit to ensure compliance with all legislation regarding all workplace activities and the use of plant, equipment, and substances. The role has a strong focus on training, continuous knowledge sharing and building a safety culture in collaboration with all stakeholders in the Road Subsector.

The following shall be the key responsibilities for the position:-
a) Facilitates the implementation of Road Safety standards according to the requirements of the Lesotho Design guidelines and ISO standards
b) Ensures the organization is aware of and complies with, all legislation in relation to the use of its plant, equipment and substances, as well as in all workplace activities
c) Ensure that accidents records systems are maintained at Corporate in accordance with generally accepted auditing standards
d) Ensure all safety policies and instructions are adhered to and followed
e) Determine training requirements and implement safety procedures
f) Promotes occupational health and safety at project sites and encourage safer healthier working practices
g) Updates and maintains Road safety policies and procedures
h) Safety related administration and Responsible for periodic Road safety patrols and audits & compile reports
i) Identifying hazards and assess risk on construction sites
j) Incidents and accidents management and associated COID management
k) Internal / External SHE audit and compliance monitoring
l) Undertakes Road safety audits of all Design, Development & maintenance projects
m) assist in the development and updating of syllabi for the training school.
n) Adjudicates access requests submissions in the Road reserve in compliance to the Lesotho Design Guidelines in particular Volume 1 – Geometric design
o) Assist the Road reserve Engineer in coordination of the Regions on issues of Road safety management and reinstatements.’
p) Liaise with Road safety Department of the Ministry of Public Works and Transport on Road safety education and The Traffic police for accident hot spots identification and rectification

The incumbent must be ready for redeployment into other Engineering equivalent position within the Roads directorate as and when required.

JOB SPECIFICATION
 BSc Degree / B Engineering – Civil Engineering “or” BTech – Civil Engineering in Transport from a recognised institution
 Minimum 3 years of working experience in design and construction of Road projects
 Post graduate qualification in Road Safety/ occupational health & Safety or on the job training courses will be an added advantage

Other Skills:
 Good verbal communication
 Good written communication skills;
 Performance management skills
 Effective presentation and public speaking skills
 Knowledge of technical standards, procedures and contract specifications;
 Human resource management;
 Understanding of consultative processes;
 Computer literacy skills
 Strong project supervision skills are highly desirable
 Good communication skill (written and spoken)
