LAND ADMINISTRATION AUTHORITY (LAA)

The Authority seeks applications from qualified, competent and highly motivated individuals to fill the following positions within the organisation. The positions are based in Maseru. They require good spoken and written Sesotho and English. A competitive and market-related remuneration package including non-contributory benefits is offered. Risk and Internal Audit Manager (1)
Job Scope
LAA places great importance on a responsible approach to risk management and reporting to the Board on risk management and internal audit functions. To ensure that, the incumbent maintains assurance that the organisational strengths, governance, ensure of compliance, promotes culture of accountability and continuous improvement risk map is kept under constant review and amended to reflect any changes in organizational priorities.
Key Result Areas
- Perform compliance of processes, substantive tests and operational internal audits including planning and development of audit programs.
- Perform audit testing and identify appropriate controls and key business risks; evaluate the adequacy and effectiveness of internal controls designed to manage those risks; discuss strengths and opportunities for improvement with management and develop recommendations for improvement.
- Provide information and sound recommendations to management, prepare written reports and work with management to obtain agreement on action plans to address audit issues; make presentations to management and the Finance and Audit Sub-Committee on audit findings and recommendations.
- Perform consulting engagements designed to assist management in the attainment of organizational objectives.
- Follow up on the implementation of audit recommendations and corrective actions.
- Develop and implement the organisation’s risk management framework, policies and procedures.
- Annual audit plans.
- Liaise with external auditors, regulators and other stakeholders as required.
Qualifications / Knowledge / Skills / Experience
- Bachelor’s degree in Accounting, Finance, Auditing or a related field.
- Professional certifications such as Chartered Accountant (CA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA) will be an added advantage.
- Minimum of five (5) years of relevant experience in internal audit.
- Thorough knowledge of internal auditing standards and techniques.
- Strong project management skills and customer service orientation.
- Strong interpersonal and communication skills, both oral and written, to interact effectively and professionally with staff and the public.
- Knowledge of and compliance with the Land Act 2010, LAA Act 2010 and the respective regulations.
- Able to maintain positive team relationships by demonstrating and supporting initiative, willingness to learn, flexibility, respect, cooperation and commitment to the success of the Internal Audit Department.
- Works well under pressure, excellent time management and organization skills.
