1. Background
The National Drug Service Organisation (NDSO) has received funding from The Global Fund to support the delivery of medical supplies that shall constitute a pandemic preparedness kit. As part of this initiative, NDSO seeks to procure the medical supplies to facilitate proactive Pandemic preparedness.
2. Eligibility
This RFQ is open to the Bidders who can demonstrate, to the satisfaction of the Purchaser, that the medical supplies that shall eventually be supplied to the Purchaser have been approved by the Purchaser through the Pre-qualification Activities.
Samples for medical supplies that do not have pre-qualification of the purchaser must be submitted on or before the closing date of the RFQ for pre-qualification. Evaluation will be conducted only on medical supplies that have been granted pre-qualification certificate by the purchaser.
3. Scope of Supply
The supplier is required to supply and deliver the following items to NDSO.

4. Bid Submission Requirements
Interested suppliers must submit:
- Quotation clearly indicating unit and total prices.
- Original brochure of products showing the detailed specifications of the product quoted for.
- Samples for medical devices that do not have the Purchaser’s prequalification certificates.
- Delivery lead-time.
- Valid tax clearance certificate and company registration documents.

All quotations must be submitted on or before the closing date and time indicated above. Late submissions will not be accepted.
5. Evaluation and Award Criterion
Evaluation shall be conducted in two stages:
1. Technical Evaluation
Medical supplies must have been pre-qualified by the purchaser.
2. Financial Evaluation
The Financial Evaluation shall be undertaken only for bids that have passed the prequalification activity of the Purchaser.
3. Recommendation for Award
The award shall be recommended to the bidder who:
- Passed the Technical Evaluation, and
- Submitted the lowest evaluated price.
6. Terms and Conditions
- Prices shall remain valid for at least 30 days from the closing date.
- Incoterm: DDP NDSO Mafeteng.
