Land O’Lakes Venture37 is a 501(c)(3) nonprofit committed to helping communities around the world build economies by strengthening local agriculture, helping agribusinesses create jobs and linking farmers to markets. Since 1981, it has implemented over 315 integrated dairy, livestock, and crops development programs in nearly 80 countries — creating lasting impact by linking farmers, businesses, and the public and private sector in local and global contexts.
Venture37 is implementing the United States Department of Agriculture (USDA) Food for Progress-funded Sustainable Transformation of Enterprises in the Poultry Sector (STEPS) in 7 districts in Lesotho (Maseru, Berea, Leribe, Butha-Buthe, Mafeteng, Mohale’s Hoek, and Quthing). STEPS will reach its goal of improving productivity and the business enabling environment in the poultry sector of Lesotho by segmenting the complex poultry market and supporting actors to level up regardless of their current capacity, organizing producers in Buyer Hubs to unlock economies of scale, and spurring innovation across the poultry sector to provide inputs and markets to poultry producers.
The details of the requirements and the terms and conditions for the procurement are given below:
1) Item and Quantity:
4 double cabin pickup vehicles, as specified in Annex 1
2) Delivery and installation point:
Delivery costs, if any, must be included in the quote.
- 4 (four) Vehicles will be delivered to Land O’Lakes Venture37’s Office inMaseru, Lesotho
- 4 (four) 4X4Double Cabin Pickup vehicles
Any ocean shipping of the vehicles to Lesotho must use privately owned U.S.-flag commercial vessels.
3) Technical specifications:
Equipment should be in factory new condition as per specifications attached. (Annex 1)
4) Conformity with Technical Specifications/Terms
- Your quote should conform to the attached specifications and suited to Lesotho conditions. No alternative offers will be considered.
- Country of manufacture and make/model of vehicles must be specified.
- Source country, that is the country in which the item is available for sale and from which the item is shipped to its destination in Lesotho, should be clearly identified.
- Facilities, Availability and Location of in-country Service and Maintenance Support, and Spare parts availability should be clearly stated.
5) Cost breakdown:
Please see attached Pricing Template (Annex 2)
6) Price:
Price quoted must be net, less any discount offered, and should include costs of transportation, if any, to specified delivery point.
7) Validity
Prices offered in the quotation must be firm and valid for90 days from the closing date of the RFQ. No increase in price will be considered after closing of the RFQ.
8) Delivery Date:
The equipment is required to be delivered within 42days of award of the purchase order. State firm delivery date. If the equipment is not available ex-stock, state expected availability.
9) Inspection
STEPS will inspect the vehicles prior to acceptance and payment.
10) VAT/Taxes
Suppliers are requested to show separately VAT / customs duties amount and indicate the VAT registration number. All other applicable taxes, duties, levies, export clearances/licenses in the country of origin/loading etc. shall be borne by the supplier.
11) Payment
Up to 50% of the total cost of the vehicles can be advanced within 30 days of signing purchase agreement. Remaining Payment will be made within 30 days from date of acceptance of items, subject to inspection and receipt of all supporting documents delivered in good order by the seller.
12) Guarantee/ Warranty
The supplier shall provide standard minimumthree (3) year manufacturer’s warranty/guarantee against any/all defects in workmanship and materials.
13) Award:
Award will be made to the bidder that is scored highest on the following criteria:

14) Right to Cancel Solicitation and Reject Offers.
Venture37 reserves the right to accept or reject any offer or cancel or reissue this RFQ without assigning any reason.
15) Submission of Quotation:
- Send quotations to the following email addresses, and indicate the RFQ number and title in the subject line by May 10, 2024, 17:00 CAT:
- Quotation should consist of:
1) Your offer; and
2) Complete technical literature for the vehicles, including specifications, instructions, and any other important details.
17) Expenses relating to submission of quotation
Issuance of this RFQ in no way obligates Venture37 to award a contract or purchase order and bidders will not be reimbursed for any costs associated with the preparation of this bid. All preparation and submission costs are at the bidder’s expense.
18) Confirmation:
