1. BACKGROUND
The Maseru City Council requires the short-term hire of a tractor equipped with vegetation management attachments to address urgent overgrowth along council-controlled embankments, verges, and green spaces following recent extended rainfall. This hire is an interim measure to ensure continued service delivery while long-term procurement is prepared.
2. SCOPE OF WORK
The successful bidder shall provide on hire, for a period of eight (8) weeks, the following:
- One (1) Tractor (minimum 80 HP) with a certified operator
- One (1) Reach Flail Mower Attachment (articulating arm, side reach up to 3.2m, capable of cutting on steep embankments)
- One (1) Rotary Sweeper Attachment (hydraulic or PTO-driven, suitable for municipal use)
- Provision of a trained operator familiar with the equipment and safety standards
3. SUBMISSION REQUIREMENTS
Quotations must include:
- Company registration and valid tax clearance certificates
- Detailed pricing in Lesotho Loti (LSL), inclusive of all costs
- Evidence of previous similar contracts (if available)
- Proposed delivery timeline and availability of equipment
- Contact details of responsible personnel
4. EVALUATION CRITERIA
Quotations will be evaluated on a price-only basis in accordance with Regulation 19, as the most economically advantageous tender.
5. QUOTATION VALIDITY PERIOD
Quotations must remain valid for a minimum of thirty (30) days from the closing date (Regulation 18(4)).
6. SUBMISSION INSTRUCTIONS
Quotations must be submitted in a sealed envelope clearly marked:
“RFQ FOR TRACTOR HIRE – REF: MCC/PR/TR-HIRE/2025/001 – DO NOT OPEN BEFORE 05/02/2025, 12:00 NOON”
