REQUEST FOR QUOTATIONS (RFQ) – RFQ 2025/26
The Independent Electoral Commission (IEC) invites quotations from suitably qualified and interested companies for partitioning and associated works for the creation of four (4) offices at IEC Central Warehouse, Maseru.
1. DESCRIPTION OF WORKS
The Independent Electoral Commission (IEC) invites quotations from suitably qualified contractors for partitioning and associated works to create four (4) new offices within an existing building at IEC Central Warehouse.
Each office will measure approximately 4 m x 3 m.
The works will be executed within an established and occupied building.
2. SCOPE OF WORKS
2.1 PARTITIONING AND MASONRY
- Construct internal partition walls using size 6 bricks.
- Form four (4) offices, each approximately 4 m x 3 m, including a wall separating IT equipment from the new offices.
- Plaster all newly constructed walls on both sides.
2.2 PLASTERING AND REPAIRS
- Smooth plaster finish to all new partition walls.
- Attend to and repair existing ceiling cracks.
- Replace damaged or missing ceiling cones.
2.3 PAINTING
- Paint all partitioned offices with glossy paint.
- Colour: Beige or Cream (as approved).
- Apply one (1) undercoat and two (2) finishing coats.
2.4 DOORS AND WINDOWS
- Supply and install one (1) door per office, including:
- Steel heavy-duty door frame (813 x 2032 x 115)
- Solid wooden Townsend deep-moulded internal door (813 mm x 2032 mm x 40 mm), colour: Brown
- Complete lockset
- Supply and install sliding windows, size 3 ft x 3 ft (3030).
- Provide and install grey vertical blinds for each window.
2.5 CEILING WORKS
- Install ceiling brandering/run boards.
- Install ceiling boards neatly aligned.
- Provide and fix a timber slab above the ceiling to prevent dust accumulation.
2.6 ELECTRICAL WORKS
Provide per office:
- Two (2) double plug points
- One (1) light switch
- One (1) light fitting and bulb
All electrical installations must comply with applicable safety standards.
3. GENERAL REQUIREMENTS
- Works must be carried out within an existing building with minimal disruption.
- Contractor must protect existing structures and finishes.
- All materials must be new and of good quality.
- Site must be left clean and ready for occupation upon completion.
4. DELIVERABLES
- Fully partitioned and finished four (4) offices.
- Functional doors, windows, ceilings, electrical fittings, and blinds.
- Rectification of any defects before final handover.
5. EVALUATION CRITERIA
Quotations will be evaluated based on:
- Lead time
- Price
- Specifications
6. MANDATORY REQUIREMENTS
- Price must be VAT inclusive for suppliers who qualify to collect VAT (attach VAT registration certificate).
- Attach valid Business Identity Card.
- Attach valid Tax Clearance Certificate.
- Indicate lead time on the quotation.
7. IMPORTANT NOTES
- Site visit at IEC Central Warehouse next to WASCO on Tuesday, 03 February 2026, strictly 11:00 AM – 12:00 PM for inspection.
- Specifications must be written in full on the quotation.
- Provide IBR number.
- Quotation must be on company letterhead or bear company stamp.
- Prices must be quoted in Maloti (LSL).
- IEC is not bound to the lowest price.
- Companies may not use IEC logo without authorization.
- Payment will be processed after provision of service.
- Delivery location: IEC Central Warehouse next to WASCO Industrial Area, Maseru.
- Submissions must be sent via email only. Hard copies will not be accepted.
