- The Government of Lesotho through Ministry of Agriculture and Food Security (MAFS) is implementing the Smallholder Agriculture Development Project II (SADP II) with financial support from the World Bank, Government of Japan and the International Fund for Agricultural Development (IFAD). The project, covers ten districts – Maseru, Leribe, Botha-Bothe, Mokhotlong, Thaba-Tseka, Berea Mafeteng, Mohale’sHoek, Quthing and Qacha’sNek. SADP II is coordinated by the Project Management unit (PMU) based in Maseru. SADP II intends to apply part of the proceeds towards payments under the contract for Irrigation Equipment for 9 irrigation schemes. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The SADP II now invites sealed Bids from eligible Bidders for the supply and delivery of Irrigation Equipment and Materials for LOT 1 to Lot 9 places as defined in the bidding document.

4. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services Fourth Edition November 2020 and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from Ministry of Agriculture and Food Security – SADP II situated at Department of Livestock Services Moshoeshoe II Maseru, Procurement Office at [email protected] or at 22312578 and inspect the bidding document during office hours 0900 to 1600 hoursat the address below.
6. CONDITIONS:
6.1. The bids must be on official letterhead stamped, dated and signed by authorized representative of the company.
6.2. The bid must be in English Language.
6.3 Bidders should bid for all items and should provide proof of being a specialized dealer in the following categories :
• Agricultural Equipment and Machinery
• Irrigation equipment and supplies.
• Agro business
• Agricultural inputs and supplies

9. Replies to clarifications requested by bidders will be emailed directly to bidders. All responses to clarifications will be posted on the Project website www.sadpii.org.ls and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.
10. Bids must be delivered to the below address below and as stated in the bidding documenton or before 1200 noon on the 17th of March 2023. Electronic Bidding will not be permitted. Late Bids will be rejected.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
