REQUEST FOR QUOTATION (RFQ)
Provision of Contractor for Drilling of Boreholes – Smallholder Agriculture Development Project (SADP II)
1. Background
The Government of Lesotho is implementing the Smallholder Agriculture Development Project II (SADP II) with financial support from the World Bank, Government of Japan, and the International Fund for Agricultural Development (IFAD).
The project covers ten districts: Maseru, Leribe, Botha-Bothe, Mokhotlong, Thaba-Tseka, Berea, Mafeteng, Mohale’s Hoek, Quthing, and Qacha’s Nek.
SADP II is coordinated by the Project Management Unit (PMU) based in Maseru.
Part of these funds will be applied to eligible payments under different project components, including the procurement of drilling services for boreholes for the PMU.
2. Invitation to Quote
You are invited to submit your quotation for the drilling of boreholes as per the attached Schedule of Requirements.
Your sealed quotation(s) should be addressed and delivered to:

3. Conditions of Supply
4.1 Preference:
Preference for citizen companies shall not apply to this RFQ.
4.2 Quotation Format:
Quotations must be on official letterhead, stamped, dated, and signed by an authorized company representative.
4.3 Scope:
Bidders must quote for all items.
4.4 Attachments:
Quotations must include certified copies of:
- Valid Trader’s License
- Valid Tax Clearance Certificate
- VAT Certificate (if applicable)
4.5 Delivery:
Prices must include delivery at the location specified in the bid document. Quotations should clearly indicate delivery or lead time.
4.6 Prices:
Prices must be quoted in Lesotho Loti (LSL), specifying unit price, import duty (if applicable), and VAT.
4.7 Payment:
100% payment will be made by bank transfer into the Supplier’s bank account within thirty (30) days after acceptance of goods by the client.
4.8 Selection/Award:
The contract will be awarded to the lowest evaluated bidder(s) who comply with all specifications and requirements.
4.9 Validity:
Quotations must remain valid for sixty (60) days.
4.10 Logistics:
The supplier is responsible for offloading, transportation, and loading to and from the supplier’s site.
4.11 Scope of Works:
Provision of contractor services for Drilling, Development, and Test Pumping of boreholes and Installation of Solar-Powered Pumps at Ha-Tsiu, Thaba-Tseka.
4.12 Submission Deadline:
🕛 11th November 2025, at 12:00 noon.
4. Clarifications
Deadline for written clarification requests: 31st October 2025
Responses to clarifications will be provided by 7th November 2025
