REQUEST FOR PROPOSALS (RFP) FOR THE UPGRADING OF KHUBETSOANA LOCAL MARKET

Introduction

The Maseru City Council (MCC), a local government authority in Maseru Urban Area, aims to create a liveable city for its residents and visitors. Under the Local Government Act of 1997 (as amended), MCC manages local markets, including the Khubetsoana Market.

The Khubetsoana Market, inherited from the former Ministry of Interior in 1989, is outdated and in a state of disrepair. Despite this, it continues to host 21 small enterprises, supporting livelihoods and serving the community. To better serve its users and the public, MCC has decided to upgrade the market under a Public-Private Partnership (PPP) model.

OBJECTIVES OF THE PROJECT

The primary objective is to replace the existing Khubetsoana Market with a modern facility that meets the needs of entrepreneurs and clients. The project includes:

1. Designing a new market.

2. Demolishing the existing structure.

3. Constructing a new market.

4. Operating and managing the market.

5. Transferring ownership back to MCC.

PUBLIC-PRIVATE PARTNERSHIP (PPP)

MCC lacks the financial, technical, and operational capacity to execute this project independently. Through this RFP, MCC seeks to engage a private partner capable of realizing the project objectives under the PPP model. The selected partner will bear full responsibility for the project’s conception, financing, and implementation.

SCOPE OF WORK

1. Conceptualize the project and prepare a comprehensive proposal.

2. Assess feasibility through technical, financial, and operational studies.

3. Develop an Environmental Management Plan (EMP) to address sustainability and compliance.

4. Devise a financial and PPP model to ensure the project’s viability.

5. Secure financing and provide full project funding.

6. Implement the project, including design, demolition, construction, operation, and management.

ELIGIBILITY OF BIDDERS

– Locally registered or form a Joint Venture (JV) with locally registered firms (Submit trader’s license and tax clearances for both Companies).

– Ensure compliance with local tax and trading regulations, submitting the following:

o Municipal services payment certificate.

o Valid trader’s license.

o Valid tax clearance certificate.

– A bid (Tender) Security is required to accompany the proposal document. The amount of bid security shall be equal to M30, 000.00 (Thirty Thousand Maloti only). And shall be in the form of Bank Guarantee issued by a Bank operating in the Kingdom of Lesotho and Licensed by the Central Bank of Lesotho (CBL).

Sale and availability of Tender Documents:

Tender documents will be available from Maseru City Council from the 6th January 2025 from 08h00hrs to 16h30hrs, at a non-refundable fee of M2000.00 payable at Maseru City Council Accounts Office.

“Bidders who fail to comply with the above-stated eligibility criteria, including submission of all required documentation will be automatically disqualified from further evaluation.”

EVALUATION CRITERIA

– Understanding of Requirements: Clear interpretation of RFP requirements and development of a feasible proposal.

– Technical Expertise: Demonstrated capability to undertake the project.

– Experience: Proven track record of similar projects.

– Financial Capacity: Evidence of ability to fully fund the project.

– Responsiveness: Adequate and comprehensive response to RFP requirements.

Submission Guidelines:

Proposal Structure: The proposal must include:

o Technical plan

o Financial plan

o Implementation timeline.

Site Visit:

A Compulsory site visit is scheduled for 19th December 2024 at 10h00am on site. Interested bidders are strongly encouraged to attend to familiarize themselves with the project requirements.

All proposals should be deposited with the original and five copies in the Tender Box situated at:

• Along Kingsway Road near the Main Traffic Circle

Labelling of Bids: All bids must be delivered by hand in a plain sealed envelope addressed as follows:

Tenders will be opened on the 14th February 2025, on or before 10:30 Am.: Proposals will be opened in the presence of bidders or their representatives who choose to attend at 10:30 AM on the same day at the Maseru City Council 3rd Floor (Foyer near boardroom).
