REQUEST FOR PROPOSALS: UNDERTAKE AN EDUCATION SECTOR ANALYSIS AND DEVELOPMENT OF THE EDUCATION SECTOR PLAN
1. BACKGROUND
The Government of Lesotho has been implementing the Education Sector Strategic Plan (ESSP) since 2016. The 10-year ESSP 2016-2026 provides a strategic direction for education sector in delivering inclusive, equitable, and quality education across all levels from early childhood care and development (ECDD) to tertiary level, including non-formal education.
The ESSP also includes cross-cutting issues in the sector (such as health and HIV, climate change, and gender) and identifies long-term actions to achieve transformation in these areas. With the ESSP coming to an end in the 2026/27 financial year, there is need for development of a new education sector plan (ESP) to build upon the gains made thus far.
The process will commence with a thorough analysis of the sector to ensure an evidence-based and relevant design of the new ESP. The analysis will determine the gaps, provide evidence for prioritization, and inform the development of strategic, equitable, and sustainable interventions that respond to the country’s education needs and goals.
