1. BACKGROUND

Kopano Ke Matla Joint Venture (KKM JV) is a construction company awarded the contract for the Lesotho Highlands Water Project Phase II: Polihali Transfer Tunnel Project by the Lesotho Highlands Development Authority (LHDA).

The project involves the construction of a 38-kilometre transfer tunnel connecting Polihali Dam to Katse Dam. Commencing in December 2022, the project is scheduled to span approximately five years.


2. INVITATION

Kopano Ke Matla JV invites tenders from suitably qualified Lesotho-national enterprises for the supply and delivery of 1,800 cubic metres of screened sand.

The screened sand will be delivered to two sites: Katse and Polihali, in accordance with estimated quantities and an indicative call-off delivery schedule. Quantities, delivery frequency, and timing are estimates only and may vary based on operational requirements, with no guaranteed minimum volumes.

The contractor typically requires an average of five (5) loads per week per site for both delivery locations.


3. ELIGIBILITY CRITERIA

All tenderers must submit the following mandatory documents. Failure to submit all required documents will result in automatic disqualification:

i. Valid Company Registration Certificate
ii. Valid Tax Clearance Certificate
iii. Trader’s Licence
iv. Company Business Profile
v. Joint Venture Agreement (where applicable), duly signed
vi. Valid Mining Permit issued by the Ministry of Mining
vii. Certified audited financial statements for the past three (3) years
viii. Valid letter of good standing from a banking institution
ix. Certified bank statements for the most recent twelve (12) months
x. Minimum of three (3) reference or recommendation letters for similar work
xi. Priced quotation (VAT inclusive), clearly indicating unit price and total price
xii. Where two companies score equally, preference will be given to a local company from the project area


4. DOCUMENT SUBMISSION

• Tenders must be submitted electronically via the provided email address before the closing date.
• All technical specifications and commercial schedules must be included.
• Tender sections must be electronically separated by dividers.
• Except for the cover page, all tender deliverables must be signed, dated, and scanned by the authorised signatory.
• Tender documents may be requested before the closing date for additional information.


5. GENERAL INFORMATION

• KKM JV is not bound to accept the lowest or any tender.
• The contractor reserves the right to accept a tender in whole or in part, cancel, or re-issue the tender at any time.
• Tenders are not opened in public and results will not be disclosed to unauthorised parties.
• No advance payments will be made. Payment will occur only after delivery and acceptance on site.
• Tenderers must demonstrate adequate financial capacity to manage upfront procurement costs.
• KKM JV reserves the right to test and verify material compliance prior to award.
• Samples and supporting documentation may be required; non-compliance will result in disqualification.
• Each delivery must be accompanied by documentary proof confirming material originates from an approved source.

Each bidder is limited to one round of enquiries, which must be submitted before the tender closing date.


7. SCOPE OF WORKS AND TECHNICAL REQUIREMENTS

• Screened sand must comply with SANS 1083 and Specification SCH 25.3.3 – Aggregates
• Required material: 5mm screened sand
• Acceptance based on sieve analysis to SANS 3001-AG (amendment 3)
• SANAS-approved laboratory test results must be submitted with the tender
• Full acceptance testing programme as per Specification SCH 25 Table 25/1 must be followed prior to supply
• Quoted prices must be inclusive of VAT, delivery, transportation, and all related costs

Acceptance Tests Include (not limited to):
Gradings, Soundness, Shrinkage, Water Absorption, Chloride Content, Sulphates, Alkali-Aggregate Reaction, Organic Impurities, Clay/Silt/Dust Content, Sand Equivalent, Petrographic Examination, Abrasion Resistance, Dust Content, Relative Density, Bulk Density, Fineness Modulus, Water Demand, and Strength Tests — conducted in accordance with applicable SANS / ASTM standards.


8. SUBMISSION DEADLINE

Closing Date: 9 January 2026 at 17:00

Late submissions will not be considered.
