- BACKGROUND
Kopano Ke Matla Joint Venture (KKM JV) is a construction company awarded the contract for the Lesotho Highlands Water Project Phase II: Polihali Transfer Tunnel Project by the Lesotho Highlands Development Authority (LHDA).
The project involves the construction of a 38-kilometre transfer tunnel connecting Polihali Dam to Katse Dam. Commencing in December 2022, the project is scheduled to span approximately five years.
- INVITATION
Kopano Ke Matla JV invites tenders from suitably qualified Lesotho Enterprises for the supply and delivery of 7,000 tons of Lethabo Dura-Pozz Bulk Fly Ash.
Deliveries will be made to two sites: Katse and Polihali, in accordance with estimated quantities and an indicative call-off delivery schedule. Quantities, delivery frequency, and timing are estimates only and may vary based on operational requirements, with no guaranteed minimum volumes.
The contractor typically requires an average of three (3) to four (4) loads per week per site for both delivery locations.
This Request for Tender is open to Lesotho Enterprises only, with preference given to enterprises located within the project area, in line with local participation and socio-economic development objectives.
- ELIGIBILITY CRITERIA
All tenderers must submit the following mandatory documents. Failure to submit any of the documents listed below will result in automatic disqualification:
i. Copy of valid Company Registration Certificate
ii. Copy of valid Tax Clearance Certificate
iii. Valid Trader’s Licence
iv. Company Business Profile
v. For joint ventures, a duly signed Joint Venture Agreement
vi. Certified audited financial statements for the past three (3) years
vii. Valid letter of good standing from a banking institution
viii. Certified bank statements covering at least the most recent twelve (12) months
ix. Experience: Minimum of three (3) reference or recommendation letters for similar work undertaken previously or currently
x. Priced quotation (VAT inclusive), clearly indicating unit price and total price for the required tonnage
- DOCUMENT SUBMISSION
• Tenders must be submitted electronically via the email address provided before the RFP closing date.
• All technical specifications and commercial schedules must be included.
• Tender sections must be electronically separated by dividers.
• Except for the cover page, each tender deliverable must be signed, dated, and scanned by the authorized signatory.
• A signed Tenderer Declaration Form must be submitted. Failure to do so will result in disqualification.
- GENERAL INFORMATION
• KKM JV is not bound to procure any or all goods or services, nor to accept the lowest or any tender.
• The contractor reserves the right to accept a tender in whole or in part, cancel the tender, or re-issue it at any time.
• Tenders are not opened in public and results will not be disclosed to unauthorized parties.
• No advance payments will be made. Payment will occur only after delivery and acceptance on site.
• Tenderers must have sufficient financial capacity to manage upfront procurement and associated costs.
• Each delivery must be accompanied by valid manufacturer certificates confirming Lethabo Dura-Pozz Bulk Fly Ash (Class S). Unsupported deliveries will be rejected at the supplier’s cost.
• Only the specified proprietary product (Lethabo Dura-Pozz, Class S) will be accepted. No alternatives or equivalents are permitted.
• Proof of authorization from the manufacturer or designated supplier must be submitted with the tender.

Late submissions will not be considered.
