- Introduction and background
The Ministry of Finance and Development Planning – Project Management Unit (MOFDP-PMU) as the Principal Recipient of Global Fund grants in Lesotho has received Grants from the Global Fund to support the Fight against HIV/AIDS and Tuberculosis. Some of the funds will be used to implement the Stigma Index study and the advocacy plan.
- Purpose of the RFP
The purpose of this Request for Proposal (RFP) is to solicit proposals from prospective Service Providers to support the implementation the Stigma Index study and the advocacy plan. The Principal Recipient for the Global Fund Grant, the Ministry of Finance and Development Planning – Project Management Unit (MOFDP-PMU), seeks to contract Service Providers to implementation of the Stigma Index study and the advocacy plan. The objective is to engage a service provider to conduct research to document the experiences of people living with HIV regarding stigma and discrimination.
PMU is seeking proposals from prospective Service Providers to undertake one key intervention under RSSH: Monitoring and evaluation systems module:
Service Provider will be selected in accordance with the Public Procurement Act 2023 and the procedures described in the RFP.
It is Mandatory for Proposers to submit the following documents with Technical Proposal to demonstrate that they are in compliance with all the Laws of the Kingdom of Lesotho. Failure to submit these Mandatory documents shall result in Disqualification of a proposal.
- Signed Technical Proposal submission form.
- Signed Financial Proposal submission form.
- Valid Certificate of Registration of the organization, including Articles of Incorporation, or equivalent document to proof that the proposer is legally registered in Lesotho.
- Valid Tax Clearance Certificate.
- Power of Attorney of Approved Signatory for this RFP.
- Members of the Governing Board and their Designations duly certified.
- Organizational Chart/ Structure.
- Information regarding any past and current litigation during the last five (5) years, in which the proposer is involved, indicating the parties concerned, the subject of the litigation, the amounts involved, and the final resolution if already concluded.
- Organizational Profile which should not exceed 3 pages.
- Proposers’ Conference
The compulsory Proposers conference will be held on the 4th February 2025 at 0900hrs at

Table 1 presents tentative procurement process schedule for engagement of Service Provider to support implementation of Stigma Index Study and Advocacy Plan.

- Clarifications
Clarifications may be requested in writing to [email protected] and [email protected] not later than 27th February 2025.
- Submission
This is a two-container/ two-envelope system submission. One container/envelope will be containing One Original and three (3) hard copies and soft copy of Technical Proposal on a Memory stick of the Technical Proposal, clearly labelled “Technical Proposal” while the second container/envelop will be containing One Original and three (3) hard copies of the Financial Proposal and soft copy of the budget on a Memory stick, clearly labelled “Financial Proposal “Do not open with Technical Proposal”. The two containers/envelopes MUST be put in one container/envelope bearing no identification of the Proposer, clearly marked “Proposal to be Service Provider to implement stigma index study and advocacy plan”.
The proposals must be deposited in the tender box situated at PMU Reception at the address below on or before 1000hrs, 06th March 2025:
