REQUEST FOR PROPOSALS (RFP)
SECURITY SERVICES FOR LHLDC OFFICES AND ESTATES
1. Introduction
The Lesotho Housing and Land Development Corporation (LHLDC) invites proposals from reputable and licensed Security Services Companies for the provision of comprehensive 24/7 security services across its offices and estates for a contract period of three (3) years, with an option for extension based on performance.

3. Mandatory Requirements / Documents
All bidders must attach the following valid and certified documents for inspection during tender opening:
- Valid Trader’s License and Security License
- Valid Tax Compliance Certificate
- Company Resolution
- Bid Security of M10,000.00
- Detailed Price Schedule
Failure to submit any of the above documents will result in disqualification.
4. Site Visit and Pre-Bid Meeting
A mandatory site visit and pre-bid meeting will be held as follows:

📍 Venue: Kuena / Letsie Flats, opposite South African High Commission
🕙 Time: 10:00 a.m.
All company representatives must sign the attendance register. Attendance is compulsory for eligibility.
5. Tender Document Price
The detailed Request for Proposal (RFP) document is available at a non-refundable fee of M2,500.00, payable at the LHLDC Procurement Unit.
Documents will be available from 31st October 2025 at the address provided below.
6. Submission Process
Interested companies must submit their sealed proposals to the address below on or before 28th November 2025 at 12:00 noon.
Late submissions will not be accepted.
Proposals will be opened publicly on the same day at 12:15 p.m. in the presence of all representatives who wish to attend.
