COUNCIL ON HIGHER EDUCATION
Request for Proposals for Security Guarding Services and Cleaning of Surroundings Services
The Council on Higher Education (CHE) is a statutory corporate body established by Section 4 of the Higher Education Act, 2004. The overall mandate of CHE is quality promotion, quality assurance, and advising the Minister of Education and Training.
Council on Higher Education invites legally registered suppliers interested in doing business with the organisation to register on its database. CHE specifically requests service providers in the following categories.
Services Required
CHE invites sealed bids from all eligible companies for the following services:
- Cleaning Services.
- Security Guards.
Bidding Procedure
Bidding will be conducted using open competitive bidding procedures.
Site Viewing
Interested companies can visit CHE offices during working hours:
- 08:00 a.m. – 12:45 p.m.
- 02:00 p.m. – 05:00 p.m.
Site visits are intended to enable bidders to view the site and make informed bidding decisions.
Bidding Documents
The bidding documents, which have been prepared in English, will be available free of charge on the Council on Higher Education website:
Late bids shall be rejected.
Bid Submission
Bids must be delivered to the Council on Higher Education at or before 21st August 2026.
The bids will be opened in the presence of bidders’ representatives who choose to attend at the address indicated below on 17th and 20th August 2026 at 10:00 a.m.
Pre-Bid Meeting and Site Visit
There shall be a pre-bid meeting/site visit at the Council on Higher Education premises:
Corner Lerotholi Road and Constitutional Road
Opposite Maseru Central Charge Office
Site visits may be conducted during working hours:
- 08:00 a.m. – 12:45 p.m.
- 02:00 p.m. – 05:00 p.m.
