1. General Information
Kopano Ke Matla Joint Venture (KKM JV) invites proposals from Lesotho and South African firms with proven expertise in auditing large-scale infrastructure and construction projects, especially in the following areas:
- Employment
- Local contractor participation
- Procurement
- Enterprise and skills development
- Corporate social responsibility
2. Scope of Work
The successful bidder will be required to:
- Conduct independent audits on:
- Employment
- Local Contractor/Subcontractor Participation
- Procurement of Goods & Services
- Enterprise Development
- Skills Development
- Corporate Social Development
- Contractor’s Set-Aside Works
- Verify compliance with implementation requirements and review monthly performance reports
- Prepare audit reports, address engineer’s comments, and submit revised reports
- Advise on performance improvement measures in coordination with the Enterprise Development Consultant
- Conduct audits at six-month intervals or as instructed by KKM JV
3. Eligibility Criteria
Tenderers must submit the following documents:
- Company profile
- Copy of:
- Tax Registration
- Tax Clearance
- Trade License Certificate (if applicable)
- Proof of professional qualifications of the firm and key team members
- Evidence of relevant experience in auditing large-scale projects (preferably construction-related)
- Financial statements for the past three (3) years
- Shareholder information
- Signed declaration of:
- Compliance with anti-bribery and anti-corruption laws
- No conflict of interest
- Organizational structure and CVs of key audit staff, demonstrating adequate resources to perform the services
4. Document Submission Requirements
- Proposal must include fixed and firm all-inclusive prices (excluding VAT)
- Prices must remain valid for at least 90 days from the submission date
- Incomplete submissions will result in automatic disqualification
