Background
The Petroleum Fund is a statutory organisation under the Ministry of Finance and Development Planning, established through Legal Notice No. 96 of 1997 under the Finance Order of 1988. The Fund is delegated under the Fuel and Services Control (Delegation Notice) No. 32 of 2021 with powers to set petroleum product prices and adjustment timelines.
The Fund is managed by a Board of Directors, while day-to-day activities are administered by the Secretariat, headed by the Chief Executive Officer, and guided by the Lesotho (Petroleum Fund) Regulations of 2021.
Scope of Services
The Fund invites proposals from suitably qualified and experienced Property Management Firms to manage the Petroleum Fund Headquarters and ensure:
- Efficient and cost-effective operations.
- Maintenance, safety, and security.
- Marketing and management of sub-lease agreements.

Submission Requirements
- Proposals must be submitted in sealed packages clearly marked:
“PF/RFP/2025/2026-08 PROPERTY MANAGEMENT SERVICES” - Packages must contain Technical Proposals and Financial Proposals in separate sealed envelopes.
