Request for Proposals

The Assessment Council of Lesotho (AcoL) invites suitably qualified and experienced individual consultants or consulting firms to submit proposals for the provision of consultancy services to conduct a comprehensive review of the Council’s organisational structure and develop an organisational design aligned with the AcoL 2026–2030 Strategic Plan.

Background

The Assessment Council of Lesotho (AcoL) has adopted its 2026–2030 Strategic Plan, which sets out the organisation’s strategic priorities, emerging functions and future direction.

In order to effectively deliver on its strategic priorities, particularly operational efficiency, institutional effectiveness and good governance, AcoL seeks to review the adequacy of its current organisational structure, departmental mandates, reporting relationships, staffing establishment and functional responsibilities.

The Council therefore intends to engage a suitably qualified Human Resource Consultant to undertake a comprehensive organisational review and recommend an organisational structure that is aligned with the new strategic direction, enhances organisational efficiency and supports long-term institutional sustainability.

Purpose of the Assignment

The purpose of the consultancy is to review the existing organisational structure, departmental functions and staffing arrangements and to recommend an organisational design that supports the effective implementation of the 2026–2030 Strategic Plan.

Key Areas of the Assignment

The consultancy will include, but will not be limited to:

  • Reviewing the existing organisational structure against the strategic priorities of AcoL.
  • Assessing departmental mandates, functions and reporting relationships.
  • Evaluating staffing levels, spans of control and organisational capacity.
  • Identifying functional gaps, overlaps, duplication and inefficiencies.
  • Assessing whether existing roles adequately support current and emerging organisational requirements.
  • Benchmarking AcoL’s organisational structure against comparable examination councils and relevant public sector/statutory institutions.
  • Developing a proposed organisational structure and staffing establishment.
  • Recommending appropriate functional and departmental realignment.
  • Developing a phased implementation plan for the recommended structure.

Expected Deliverables

The successful consultant shall be expected to produce, at a minimum:

  • Inspection Report.
  • Organisational Diagnostic Report.
  • Proposed Organisational Structure and Organogram.
  • Recommended Staffing Establishment.
  • Functional and Departmental Alignment Report.
  • Phased Implementation Plan.
  • Validation Workshop Report.
  • Final Organisational Review Report.

Duration

The assignment is expected to be completed within eleven (11) weeks from the commencement date.

Minimum Qualifications and Experience

The consultant or consulting team should possess:

  • A Master’s degree or higher in Human Resource Management, Organisational Development, Business Administration, Public Administration or a related field.
  • At least 10 years’ relevant experience in organisational design, organisational development, institutional strengthening or related areas.
  • Demonstrated experience in conducting organisational structure reviews, preferably within public sector or statutory institutions.
  • Proven experience in organisational restructuring and change management.
  • Knowledge of HR best practices, governance frameworks and institutional performance improvement.
  • Demonstrated experience in organisational benchmarking and staffing establishment reviews.
  • Excellent analytical, facilitation, communication and report-writing skills.
  • Demonstrated experience in undertaking similar assignments, supported by verifiable references.

Proposal Submission Requirements

Interested consultants/consulting firms should submit a comprehensive proposal comprising:

Technical Proposal

  • Understanding of the assignment.
  • Proposed methodology and approach.
  • Detailed work plan and implementation schedule.
  • Relevant experience and track record.
  • Profile and Curriculum Vitae of the consultant(s) proposed for the assessment.
  • Details of at least three (3) similar assignments undertaken, including client references.
  • Any other relevant information demonstrating the consultant’s suitability for the assignment.

Financial Proposal

  • Detailed and itemised financial proposal indicating professional fees and all other applicable costs.

AcoL reserves the right to accept or reject any proposal and is not bound to accept the lowest-priced proposal.
