PSI-Lesotho is a non-profit organization working to improve the health of poor and vulnerable people in Lesotho, implementing programs in HIV Prevention, Treatment, Care and Support. In addition to male and female condom social marketing, the HIV program includes large scale Testing and Counseling, Voluntary Male Circumcision, ART provision and post-test support services. —all increasingly integrated with sexual and reproductive health services including family planning and cervical cancer screening. PSI Lesotho’s primary donors include PEPFAR through, CDC, and DoD.

Work stream: ADVICE AND SUPPORT TO PSI IN RESPECT OF LEGAL, INDUSTRIAL AND HUMAN MANAGEMENT SERVICES
Conduct of Work
The Service Provider will liaise with the Country Representative or the Deputy Country Representative through the Senior HR. Manager on a day-to-day basis/when there is need.
The Country Representative will be responsible for all financial and contractual matters related to the entire engagement.
(a) Scope of Work
The Consultant shall be expected to meet the following terms of reference:
Keep the organization in compliance with legislation.
Represent PSI on legal matters when need arise.
Provide guidance on best legal practices
Help management to make decisions that are consistent, uniform and predictable in line with the provisions of the law.
To provide support to PSI on labor related processes. (Including but not limited to disciplinary proceedings, and maters related to operational requirements etc.)
(b) Outputs
The Service provider is required to deliver the following outputs:
The Consultant shall avail a representative to provide a dedicated service to the client as and when the Client requests such services.
10. Bid Evaluation
In evaluating the proposals, PSI will seek the best value for money rather than the lowest priced proposal. PSI will use a two-stage selection procedure:
• The first stage will evaluate the Technical Proposal.
• The second stage will evaluate the Cost Proposal for proposals that pass the Technical Proposal evaluation only.
Specifically, the selection committee will evaluate each proposal upon the following criteria:
a. The skill, experience and training of the specified person who will be performing the services requested;
b. The Bidder’s understanding of PSI’s Global Services;
c. The prior experience and reputation of the Bidder in working with international NGO’s similar to PSI;
