INSURANCE BROKERAGE SERVICES

The Petroleum Fund is a statutory organisation under the Ministry of Finance and Development Planning, established through Legal Notice No. 96 of 1997 under the Finance Order of 1988. The organisation is further delegated, under the Fuel and Services Control (Delegation Notice) No. 32 of 2021, the powers to set the price and timing of adjustments for Petroleum Products.
The Fund is managed by a Board of Directors, with day-to-day activities administered by the Secretariat headed by the Chief Executive Officer. Its operations are guided by the Lesotho (Petroleum Fund) Regulations, 2021.
To ensure effective and efficient management of insurance covers for its staff, assets, and operations, the Petroleum Fund invites reputable and experienced Insurance Brokerage Service Providers to submit proposals for the provision of:
- Brokerage services
- Advisory services
- Insurance administration services
The objective is to secure comprehensive, cost-effective, and reliable insurance solutions while ensuring effective risk management, claims handling, policy monitoring, and ongoing advisory support.
TERMS OF REFERENCE (ToR)

SUBMISSION OF PROPOSALS
Proposals must be submitted to the Petroleum Fund offices in sealed packages clearly marked:
“PF/RFP/2025/2026-08 – INSURANCE BROKERAGE SERVICES”
Each package must contain:
- Technical Proposal – in a separate sealed envelope
- Financial Proposal – in a separate sealed envelope

Public opening of Technical Proposals:
- Date: Wednesday, 14 January 2026
- Time: 12:15 hrs
