TRANSPORTATION OF WASTE FROM TṠOSANE DUMPSITE TO TṠOENENG LANDFILL AT MASERU, LESOTHO

Background:

In accordance with the Local Government Act of 1997, as amended, the Maseru City Council bears the responsibility for waste management within its jurisdiction, encompassing the collection, transportation, and disposal of waste at appropriate facilities. As part of its waste management infrastructure, the Council operates the Tšosane Dumpsite, located approximately 10 kilometres from the city centre, and the Tšoeneng Landfill, situated approximately 50 kilometres away in Rothe. In line with these responsibilities, the Maseru City Council seeks proposals from locally-owned Basotho transportation companies or entities interested to transport waste from the Tšosane dumpsite to the Tšoeneng Landfill. Interested parties must submit the required documents and information by the specified deadline.

Objectives of the Assignment:

To safely transport waste from the Tšosane dumpsite to Tšoeneng landfill.

Interested parties are invited to submit Requests for Proposals containing technical and financial details. Additionally, interested parties must attend a compulsory Site Visit and Bidder’s Conference scheduled for April 02nd, 2024 at Tšosane Dumpsite at 09:00am

Mandatory Requirements:

  • Tax clearance certificate
  • Evidence of Company Registration
  • Company Profile (including core business activities and evidence of 100% Basotho ownership)
  • Relevant experience (minimum of one year in transportation of goods.
  • Joint-Venture (if applicable, all requirements submitted from both Companies.)

List of Documents/Information required:

  • Third Party Insurance
  • Workmen’s Compensation Insurance
  • Public Liability Insurance
  • Valid licenses and permits for transportation of goods.

  • Super link with drop sides
  • Try Axle trailer with drop sides
  • Side Tipper Trucks
  • Loading tool must be 950/966 front-end loader

Financial Proposal:

The financial proposal should outline the cost to complete the work and outline rate per load. Rates for loading tools and trucks will be capacity based.

Proposed Methodology for Managing Waste Movement and Environmental Risks:

Bidders should provide a detailed methodology for managing the movement of waste and mitigating environmental risks. This should include measures for waste handling, transportation logistics, environmental protection, and compliance with relevant regulations including any road spillages of waste.

Evaluation Criteria:

Applications will be assessed based on the following criteria:

Methodology for managing waste movement, Availability of equipment as

  1. Super link with drop sides
  2. Try Axle trailer with drop sides
  3. Side Tipper Trucks
  4. Loading tool must be 950/966 front-end loader
  5. All trailers must have the Tarpaulins covers.
  6. Financial statement for one (1) year.
