RFP FOR THE RECRUITMENT OF A CONSULTING FIRM TO UNDERTAKE THE ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT STUDY AS PART OF THE FEASIBILITY OF THE LAND-BASED SALMON PRODUCTION AND PROCESSING IN LESOTHO
- PURPOSE
The Lesotho National Development Corporation (“LNDC”) in partnership with 8F Asset Management have partnered together to implement a land based production and processing of salmon in Lesotho and intends to commission an Environmental and Social Impact Assessment (ESIA) study as part of the project feasibility assessment.
LNDC invites firms to submit proposals to conduct an Environmental and Social Impact Assessment (ESIA) and Preparation of an Environmental and Social Management Plan (ESMP) as per the project Terms of Reference.
Request for Proposals for this consultancy will be conducted through the International Competitive Bidding (ICB) procedures and is open to all bidders.
LNDC is the Government of Lesotho’s main parastatal agency for implementing the country’s industrial and commercial development policies. It was established by an Act of Parliament, the LNDC Act No.20 of 1967 as amended.
- SCOPE OF WORK
The successful bidder will be expected to undertake the following:
a. Environmental and Social Impact Assessment
b. Environmental and Social Impact Management Plan including a stakeholder engagement plan and any other specific management plan
c. Guidelines on Environmental and Social Impact Assessment - DURATION OF WORK
The assignment is expected to take 2 months to finalize. - INSTRUCTIONS TO BIDDERS

b. The proposal should include the following attachments:
i. Company profile limited to contacts, services and products offered and similar assignments completed
ii. Certified copies of Company Registration Certificates
iii. Statement of the understanding of the assignment
iv. A statement of experience in similar assignments
v. Curriculum Vitae of all experts to technical expertise in ESIA.
vi. Contactable details of at least three (3) references
vii. Relevant Tax Clearance certified at source.
viii. Certified copy of trader’s license certified at source
ix. Proof of availability of funds to invest
x. Memorandum of Understanding for Joint Venture (sub-consultants)
xi. Powers of Attorney to sign the proposal - SELECTION CRITERIA
The Corporation’s evaluation of proposals will take into account the following factors:
Technical evaluation:
Criteria, sub-criteria, and point system for the evaluation of the technical proposals are:
i) Adequacy of the proposed technical approach, methodology, and work schedule plan in responding to the TOR [30 Points]
ii) Key experts qualifications, experience and competence for the assignment [70 Points]
a. General qualifications [40%]
b. Adequacy for the assignment [60%] - DEADLINE FOR SUBMISSION OF TENDERS
• Tenders must be deposited in the LNDC tender box, placed at Level 7 Block A Development House, no later than 12:00 hours, on 26th June 2020.
• Tenders will be opened on the same day, Friday 26th June 2020 at 12:05 hours.
• It is encouraged that bidders or their representatives be present during tender opening, but this is not compulsory. - DISCLAIMER
LNDC shall not be bound to disclose reasons for rejecting or accepting any tender and is not bound to accept the lowest bidder. A debriefing meeting will be considered on request and is not automatic. - NOTICE OF AWARD
The contract will only be binding between the parties once the contract has been signed by all parties concerned. - TENDER SUBMISSION
The proposals BEARING NO IDENTIFICATION of the bidder must be made as follows:
a. Submission will be done electronically and must be clearly identified as: “LNDC: LAND-BASED SALMON PRODUCTION ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT STUDY IN LESOTHO”.
b. Technical Proposal and Financial Proposal must be submitted as two (2) separate PDF files to the address below on or before 12:00pm, Friday 26th June 2020.

c.
