REQUEST FOR PROPOSAL (RFP) ADVERTISEMENT
Consultancy Title: Development of the Lesotho Independent Anti-Corruption and Ethics Commission (LIACEC) Policy
RFP No.: DCEO/PROC/2026/2027-3
The Directorate on Corruption and Economic Offences (DCEO) has received financing from the Government of Lesotho and intends to apply part of the proceeds towards payments under a contract for the Development of the Lesotho Independent Anti-Corruption and Ethics Commission (LIACEC) Policy.
The DCEO now invites sealed proposals from eligible and suitably qualified consultancy firms for the provision of the above-mentioned services.
Proposals shall be clearly marked:
“DEVELOPMENT OF LESOTHO INDEPENDENT ANTI-CORRUPTION AND ETHICS COMMISSION (LIACEC) POLICY RFP NO.: DCEO/PROC/2026/2027-3”
Procurement will be conducted through the Quality and Cost Based Selection (QCBS) method in accordance with the Public Procurement Act, 2023, and is open to eligible and qualified bidders as defined by the applicable procurement legislation and regulations.
1. Minimum Qualifications and Experience
Interested candidates must be highly qualified professionals with a strong background in policy development and organisational development. The following are the minimum requirements:
Academic Qualifications
- Bachelor’s Degree in Social Sciences, Law, Economics, Public Policy, Public/Business Administration, Governance or an equivalent field, plus a minimum of fifteen (15) years of relevant experience; or
- Master’s Degree in the above fields, plus a minimum of ten (10) years of relevant experience; or
- PhD in the above fields, plus a minimum of five (5) years of relevant experience.
Professional Experience
- Experience in facilitating multi-stakeholder consultation processes.
- A minimum of eight (8) years of demonstrable working experience in one or more of the following areas: policy formulation, legal drafting, democratic governance, public administration, organisational development, and programme management.
- Proven track record in public policy formulation and organisational development.
- Extensive experience (international, regional, and national) in policy development and legislative review.
- Experience in creating work plans, strategies, and organisational development frameworks.
- Knowledge of Lesotho’s socio-economic, political and cultural context.
- Knowledge of Lesotho’s legal and constitutional system.
Language and Skills
- Excellent communication and report writing skills in English.
- Fluency in both written and spoken English is mandatory.
- Working knowledge of Sesotho is an advantage.
- Demonstrated ability to understand and integrate socio-economic and cultural issues into policy development.

3. Submission of Proposals

Late proposals will be rejected.
4. Public Opening of Proposals
Proposals will be publicly opened in the presence of bidders’ designated representatives who choose to attend.
