1. Project Overview
1.1 Scope of Work
The consultancy will cover, but is not limited to:
- Designing and implementing a market research methodology
- Collecting and analyzing qualitative and quantitative data
- Identifying market size, segmentation, and key players
- Assessing customer needs and preferences
- Providing strategic recommendations
- Presenting a final report and executive summary
1.2 Expected Deliverables
- Inception report with methodology and work plan
- Data collection tools and raw data
- Draft market research report
- Final report with recommendations
- Presentation to stakeholders
1.3 Duration
The assignment is expected to be completed within 8 weeks from the date of contract signing.
2. Eligibility Criteria and Submission Requirements
Eligibility
- Proven experience in market research and consulting, especially within Lesotho
- Demonstrated capacity to deliver similar assignments
- Portfolio of similar work
Required Documents
- Certified copy of valid Trader’s License / Business ID
- Certified copy of valid Tax Clearance Certificate
- Proposed Programme of Works and Method Statement
- CVs of key personnel with relevant experience
All proposals must be submitted in a sealed envelope clearly marked:
“Market Scan – Tender Bid”

3. Evaluation Criteria
Proposals will be evaluated based on:
- Compliance with submission requirements
- Experience and capability of the consultant
- Technical and financial proposals
- Proposed methodology and programme of works
- Team composition

- Note: Late submissions will not be accepted.
Applicants will be notified of the outcome within seven working days of the submission deadline.

- Metropolitan Lesotho reserves the right to accept or reject any or all proposals without providing reasons
- The RFP may be cancelled at any time before contract signing
- Successful bidders will be invited for a full briefing and final negotiations
