REQUEST FOR PROPOSALS (RFP)

1.0 INTRODUCTION & BACKGROUND
The Maseru City Council (MCC) is committed to enhancing the quality of life for residents and visitors through the provision and maintenance of public recreational spaces. Our network of parks across the city serves as vital community hubs for leisure, social interaction, and family activities.
It has been observed that the majority of these facilities lack adequate shaded areas, significantly compromising public comfort and enjoyment due to intense solar exposure. To address this, the Council seeks to partner with the corporate sector in Lesotho to improve park infrastructure through an innovative sponsorship model.
2.0 PROJECT OBJECTIVE
MCC invites sealed proposals from qualified and experienced corporate entities registered in Lesotho for the provision, installation, and maintenance of co-branded shade umbrellas across designated city parks. Furthermore, the Council seeks a compelling proposal for a sustainable monetization strategy associated with this initiative, creating value for both the corporate partner and the MCC.
3.0 SCOPE OF SERVICES & REQUIREMENTS
The successful bidder will be required to:
3.1 Supply & Installation
- Supply heavy-duty, weather-resistant, and securely anchored shade umbrellas of approved design and quantity.
- Install the umbrellas at specified locations within MCC parks as determined in consultation with the Director of Parks and Recreation.
- Ensure all installations meet stringent safety and durability standards.
3.2 Co-Branding
- Incorporate corporate branding (logo/slogan) of the partner on the umbrellas in a tasteful, non-intrusive manner, subject to prior written approval by MCC on design, size, and placement.
- MCC’s logo and messaging will be prominently featured as part of the co-branding agreement.
3.3 Monetization Proposal
- Submit a detailed plan outlining how the project will generate revenue or value for MCC.
- This may include, but is not limited to:
- A direct sponsorship fee.
- Revenue-sharing models from associated advertising.
- Value-in-kind contributions alongside umbrella provision.
- Other creative financial mechanisms.
3.4 Maintenance
- Provide a full maintenance plan, including repair, replacement of damaged units, and regular cleaning for a minimum period to be specified in the proposal.
4.0 SUBMISSION INSTRUCTIONS
4.1 Proposal Format
Proposals must be submitted in a sealed envelope, clearly marked:
“RFP: CO-BRANDED PARK SHADE UMBRELLAS – MCC/PRKS/SH-01/2026 – DO NOT OPEN”
4.2 Content
The proposal must include:
- Company profile, certificate of incorporation, and tax clearance.
- Detailed technical proposal (umbrella specifications, installation plan, maintenance plan).
- Comprehensive monetization and commercial proposal.
- Design mock-ups of the proposed co-branded umbrellas.

4.4 Closing Date
The deadline for submission is Friday, 6th February 2026, at 12:00 Noon.
Proposals received after this date and time will not be considered.

No verbal enquiries will be entertained. Clarifications will be issued to all interested bidders who have registered their interest.
6.0 GENERAL CONDITIONS
- The MCC reserves the right to accept or reject any or all proposals, to waive any formalities, or to cancel the RFP process at any time without incurring any liability.
- This RFP does not constitute an obligation on the part of MCC to award a contract.
- All costs incurred by bidders in preparing and submitting a proposal are solely at the bidder’s expense.
