Objective of the Assignment
To assess the readiness and impact of the African Continental Free Trade Area (AfCFTA) progressing to a Customs Union, including the adoption of a Common External Tariff (CET). The study will support SACU’s Strategic Plan (2022–2027).
Scope of Work
The study will:
- Evaluate the impact of trade agreements and economic shocks on:
- GDP
- Net welfare
- Employment
- Trade flows
- CET and Common Revenue Pool (CRP)
- Use appropriate policy analysis methodologies
- Examine legal, governance, and policy requirements for a continental Customs Union
Submission Requirements
- Bidders must submit technical and financial proposals in one envelope
- Bids must be sealed and delivered to the SACU Secretariat
- Electronic submissions are not accepted
- All bids must include a Bid-Securing Declaration
