1.0 Background Information and Context

The Christian Health Association of Lesotho (CHAL) is a voluntary Association of Christian churches providing not-for-profit health care services to Basotho. It was established in 1974, as an Association under the Society’s Act of the Kingdom of Lesotho. CHAL is made up of six member churches, Roman Catholic Church (RCC), Lesotho Evangelical Church in Southern Africa (LECSA), Church of the Bible Covenant (CBC), Assemblies of God (AOG), Seventh Day Adventist Church (SDA) and Anglican Church in Lesotho (ACL), operating 8 hospitals with 4 Schools of Nursing and 71 health centers. CHAL provides about 40% of the health care services to the population of Lesotho especially in the rural and peri-urban areas of the country. CHAL through the Secretariat, coordinates the activities of member Institutions and facilitates collaboration with partners for support to the Institutions as implementing agents.

1.1 Overview of the assignment

Strategic Plans serve as one of the tools that direct the organisations towards the set mandate and therefore CHAL is not an exception to that. It has been operating guided by the 5-year plan which defined its strategic direction, and the second most important document being the constitution to ensure that CHAL achieves its mandate. The current CHAL strategic plan (2017-2022), comes to an end in 2022 and therefore requires a review to assess how far CHAL has traversed in the direction it had set for itself in the period of 5 years, as well as defining the direction for the next 5 years, given current challenges and opportunities, without losing sight of CHAL’s main mandate.

CHAL is therefore seeking the services of a suitably qualified Consultant who will provide a detailed review of the current CHAL Strategic Plan and facilitate the development of the new Plan for the next 5 years.

2.0    Assignment Objectives

The main objectives of the assignment are but not limited to the following:

  1. To review and assess CHAL Secretariat 2017/2022 Strategic Plan as a basis for developing the 2023-2027 Strategic Plan.
  2. To develop Monitoring and Evaluation (M&E) Framework for the strategic plan, including baseline and targets for the next 5 years.
  3. To craft a five (5) years’ Strategic Plan for CHAL.

3.0    Deliverables

  1. Submit to CHAL the inception report detailing understanding of the assignment, the methodology, approaches, budget, and Curriculum Vitae of consultant(s).
  2. Submit to CHAL the draft Strategic Plan and the M&E Framework.
  3. Submit to CHAL, the completed Strategic Plan for the next five (5) years (2022-2027), including the M&E Framework for the Strategic Plan.

4. 0 Expected profile of a consultant

The potential Consultant should have a minimum of a master’s degree in Economics, Planning, Organisational Development, MBA or any related qualification, and at least ten (10) years’ experience in related work. Relevant past-experience in the related assignments (crafting and reviewing Strategic Plans) is also required. Experience in the health sector in Lesotho will be an added advantage.

5.0  Time Frame

The assignment is expected to take a maximum of 35 days, excluding weekends, effective from March 2022.

6.0  Proposal Specifications

Interested Consultants must include, in their application, a detailed technical and financial proposal with the following components:

  • Technical Proposal
  • Understanding and interpretation of the assignment
  • Methodology to be used in undertaking the assignment
  • Time and activity schedule
  • Profile of the Consultant(s), including curriculum vitae of the key personnel
  • References from two most recent related works
  • Financial Proposal
  • Detailed cost proposal in Maloti for the consultancy.
  • The financial proposal should be detailed to include all costs to be incurred during the period of consultancy.

7.0  Submission of Proposal

Interested and qualified candidates should hand deliver 3 hard copies of their technical and financial proposals at CHAL Offices along constitution road, behind Victoria Hotel.

8.0  Evaluation and Award of Consultancy

CHAL will evaluate the proposals and award the assignment based on technical and financial feasibility. CHAL reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bid.
