Scope of Work for the appointment of an External Service Provider for recoupment of SARS VAT Refunds.
1. BACKGROUND
Isibani Development Partners is a South African-registered NGO, launched in 2011 to become a leading local technical assistance provider, systems strengthening and grants manager for health and social service in Southern Africa. Isibani has been appointed by the National Department of Health to serve as one of the Sub-Recipients (SRs) for the GLOBAL FUND TB/HIV program in Ekurhuleni and City of Johannesburg.
2. OVERVIEW
Since June 2021, Isibani has been submitting returns and supporting documents on the 20th of every month. We have also booked weekly telephonic appointments and have escalated the unpaid refunds. However, no refunds were paid by SARS to date. This impacts negatively on the cashflow of Isibani since funds which are meant for project implementation are held up at SARS. Furthermore, Isibani is nearing a project close-out in March 2022 and the funder requires that all VAT refunds must be collected and reported accordingly.
3. Scope of Work
Isibani Development Partners seeks to appoint a Registered Tax Practitioner who will assist in the recoupment of VAT Refunds which are overdue from SARS. The appointed service provider will:
Communicate with SARS on regular basis regarding the outstanding VAT Refunds
Establish reasons for any delayed refunds and assist Isibani to submit any outstanding documents to SARS
Assist Isibani with VAT audits
Escalate the delayed refunds as per SARS processes and procedures
Follow the SARS complaints (Objection) procedures where necessary
Prepare monthly and quarterly VAT reports

Understanding of SDL, UIF, PAYE and other tax types will be an added advantage.
- Period of performance
The appointed service provider is expected to start on the 3rd of January 2022 through to 31st March 2022.
This is not a full time work and Isibani will issue a consultancy contract based proposed hours as per duration above.
