Request for proposals: Property Development
The Bible Society of Lesotho (BSL) is a non-governmental organisation established to translate, produce, and distribute the Bible in Lesotho. BSL owns a property situated at No.1 Old Europa directly opposite the back perimeter fence of Lancers Inn Hotel. The property can be identified using Plot No. 12284-170. The Bible Society is soliciting proposals for the redevelopment of the aforementioned property. BSL will favour proposals where the developer/investors will finance the redevelopment project using their funds and/or borrowed funds. Subsequently, the developer will operate the building for a predetermined period to recoup their investment, after which the property will revert back to the control of the Bible Society.
Proposal Guidelines:
The proposal must contain an architectural concept for the redevelopment, which should exemplify the best practices in site utilization – factoring intended use, location, orientation, topography, and other pertinent elements.
Demonstrate compliance with relevant and applicable zoning and building development requirements.
Demonstrate development financial viability, which should be accompanied by a highlevel Development Cost Estimate, broken down to key cost elements.
Provide the Building’s Revenue Model based on the Gross Lettable Area (GLA), and proposed building Base Rentals.
Provide the Building’s Operational Cost Model showing a breakdown of the cost elements, and proposed building Gross Rentals.
Provide Development/Building Profitability Analysis showcasing development costs and break-even analysis.
Provide full details on how the development will be financed, describing the development finance and investment structure, types of finance instruments used, their proportional balance.
Describe the targeted tenant profile, and provide an overview of the tenant acquisition strategy.
All Proposals submissions should be accompanied the following:
Business profile clearly indicating experience for such projects,
Valid trader’s license,
Valid tax clearance certificate, and Any other necessary business documents, e.g. Joint Venture agreements, etc.
All Proposals must be in PDF format and clearly marked, ‘Property Development Proposal Plot 12284-170.’
