LETTER OF INVITATION
PROJECT NAME: Request for Proposals for Consulting Services for the Development of Business Processes and Mapping for the Roads Directorate (RD)
BID REF NO: RD/AM/BUSPROC-1
- The Roads Directorate has funds available towards the cost of consultancy services for the “Development of a business processes and mapping for the Roads Directorate (RD).” The RD intends to apply a portion of these funds to eligible payments under the Contract for which this RFP is issued.
- The Roads Directorate now invites proposals from Eligible Consultancy Companies with experience in the Development of Business Processes and Mapping for Companies and Institutions. The details of the consultancy are set out in the Terms of Reference.
A firm will be selected under “Quality and Cost” based selection and procedures described in this RFP similar to the policies of the World Bank detailed in the Guidelines – Selection and Employment of Consultants by World Bank Borrowers which can be found at the following website: www.worldbank.org/procure. The Method of Payment for the assignment will be on a Lump-Sum Basis (Type of Contract – Lump Sum Contract).

- There will be a compulsory pre tender meeting to be held at Roads Directorate Ground Floor on Wednesday, 8th November 2023 at 10:00am
- Prices quoted should be inclusive of all taxes and must be in Lesotho Maloti and shall remain valid for 90 days from the closing date of the Bid
- The Proposals (both Technical & Financial in separate envelopes, comprising One (1) Original and Two (2) Copies of each proposal) which must be accompanied by
A valid Tax Clearance Certificate certified at source
A valid Trader’s License certified at source
- Completed Bid documents, comprising Technical and Financial Proposals (1 original and 2 copies of each proposal), in two separate inner envelopes are to be enclosed in one large plain sealed envelopes bearing no identification of the Bidder and marked as follows; “Request for Proposals for Consulting Services for the Development of a Business Processes and Mapping for the Roads Directorate (RD)” must be deposited in the Tender Box at Roads Directorate, Ground Floor, Room G11, Near the Procurement Section, Corner Senate and Lepogo Roads, Industrial Area and addressed to Roads Directorate at the above address, to be received on or before 12:00 Noon, Thursday, 23rd November 2023. Late Bids will be rejected.
Bids will be opened the same day at 14:30hrs by the Roads Directorate’s Tender Board, in the presence of the Bidders or their representatives who choose to attend.
