Petroleum Fund Brand Audit
1 Background
The Petroleum Fund is a statutory organisation within the Ministry of Finance which was established through the Legal Notice No. 96 of 1997 under the Finance Order of 1988. The operations of the Fund are guided by the Lesotho (Petroleum Fund) Regulations of 2009. The mandate of the Fund is to collect revenue which is utilised for the purpose of ensuring that there is security of supply of the petroleum products in the country. The Fund is managed by the Board through the Secretariat which is headed by the Executive Secretary.
The Fund rolled out its new Strategic Plan 2020-2025 on 1st April 2020. One of the key Strategic Focus Areas in the Plan centres around the organisation’s reputation and image, with intention to ensure that it establishes and maintains its integrity and credibility.
2 Objectives
The Petroleum Fund now wishes to engage an experienced Brand Consultant to undertake an assessment of its current brand standing, and assist in developing measures that will improve its corporate image.
3 Reporting
The Consultants will overall be reporting to the Executive Secretary.
4 Deliverables
The consulting services will include, but not limited to the following scope of services:
a) Evaluate and audit the effectiveness of the Fund’s existing brand materials;
b) Develop brand identity standards and guidelines for logo design and signage;
c) Develop a comprehensive brand strategy for multi-faceted relationships between the Fund and all its stakeholders (internal and external);
d) Develop pitches for fresh and unique story angles to local, regional and national media;
e) Assist with copywriting and editing of all promotional materials such as fliers, brochures, advertisements, scripts, etc., to maintain brand consistency;
f) Develop a system for marketing the new brand via various strategies, including, but not limited to; public relations activities, marketing strategies, online/social media strategies, advertising, collateral materials, etc.;
g) Create targeted media lists for ongoing initiatives as well as special events.
5 Outputs
5.1 Inception Report
Stating among other things; how the work will be undertaken, milestones and timelines.
5.2 Final Report
This follows after discussions and consultations between the Consultant and the Fund.
6. Payment Terms
The payment schedule shall be in two phases;
Phase I — upon presentation and acceptance by the Fund, of the Inception Report
Phase II — upon completion, and adoption by the Fund, of the Final Report.
7. Expected Duration of the Assignment
The assignment is expected to be carried out for a period not exceeding two (2) months but will be discussed with the consultant during the inception period as the consultant will be required to prepare and submit the entire plan in a way that allows the achievement of the deliverables.
8. Qualifications and Experience
The successful bidder/consultant shall comprise of a team managed by a single lead advisor. The members of the team will have the skill and experience necessary to undertake a range of tasks set out in the Terms of Reference and each individual must be personally available to do the work as and when required. The lead advisor will be held accountable, in terms of the Brand Audit contract, for ensuring project deliverables and for the professional conduct and the integrity of the team.
The skills and experience required in the Brand Audit Team will be a minimum of five years of professional experience in communications, with a strong
background in media relations, writing (including press materials, marketing pieces, blogs and social media).
9. Submission Proposals
The Proposals shall be submitted in sealed envelopes clearly marked (Technical Proposal and Financial Proposal) and in the following manner:
9.1 Technical Proposal
Outlining the following:
a) Methodology on how they will approach and conduct the work. This will include the Curriculum Vitae of experts who will be involved in the exercise, highlighting their qualifications and experience and a brief explanation of why they are the most suitable Consultants for the work.
b) Provide three reference sites where similar work has been conducted in the last five years. The years in which the assignments were carried out should be clearly indicated.
c) Background of practitioner/agency, including applicable experience, awards and any case studies demonstrating prior campaigns, media results or other successes.
d) Identification of the method by which progress reports and performance measurements will be provided to the Fund.
e) A Valid Traders License and Tax Clearance Certificates.
9.2 Financial Proposal
Containing the final and all-inclusive total price offer for the full range of services required, broken down into all major cost components associated with the service.
Interested consultants are requested to submit their proposals to the Petroleum Fund offices at the following address:

The deadline for the submission of the proposals Friday the 27th November 2020, at 12:00PM and opening of Tender will be at 12:30PM on the same day.
10. Disclaimer
Proposals submitted are offers only, and the decision to accept or reject is a function of quality, reliability, capability, reputation, and expertise of the firms/individuals submitting proposals. Issuance of this RFP does not obligate the Petroleum Fund to pay any costs incurred by a respondent in its submission of a proposal or making any necessary studies or designs for the preparation of that proposal, or for procuring or contracting for the services to be furnished under this RFP.
The Petroleum Fund reserves the right to accept the proposal that is, in its judgment, the best and most favourable to the interests of the Petroleum Fund and to the public. The Petroleum Fund Tender Committee has the ultimate authority to approve any proposal and to authorize execution of the Agreement.
The Tender Committee:
a) May invite one or more finalists to make presentations;
b) In its sole discretion, may negotiate with one or more firms who have submitted qualifications to submit more detailed proposals on specific projects as they arise;
c) By this Request, has not committed itself to undertake the work set forth;
d) Reserves the right to reject any and all proposals, to rebid the original or amended scope of services and to enter into negotiations with one or more respondents;
e) Reserves the right to make those decisions after receipt of responses;
f) Decision on these matters is final.
