Purpose of the Request
Jhpiego, Baltimore Maryland, is soliciting an independent accounting firm to conduct a financial statement audit of Jhpiego Lesotho, in accordance with International Standards on Auditing, as required by Article 31 in the NGO Corporate Governance Charter.
The audit will cover the fiscal year from July 1, 2024, to June 30, 2025. Respondents should plan to issue all applicable audit reports and any findings upon completion.
Engagement Terms
Audit services are required for the initial term covering the period from 1 July 2024 through 30 June 2025.

Jhpiego (pronounced “ja-pie-go”) is an international non-profit health organization affiliated with Johns Hopkins University. For over 50 years, Jhpiego has empowered front-line health workers through effective, low-cost, hands-on solutions that strengthen health care delivery for women and families in low-resource settings.

Scope of Work
The Auditor shall perform procedures in accordance with ISA to express an opinion on Jhpiego Lesotho’s financial statements. Procedures shall provide reasonable assurance of detecting material errors and irregularities.
Audit will include procedures required under the Lesotho Companies Act and use the suggested format from ISA 700 for the audit opinion.
Auditor’s Report Sample (ISA 700)
“We have audited the accompanying balance sheet of the [entity] as of [date], and the related statements of income and cash flows for the year then ended… [Full ISA 700 standard text follows].”
Confidentiality
All information (verbal or written) obtained during the engagement shall remain confidential. The audit firm must implement safeguards against unauthorized access and will indemnify Jhpiego in the event of a breach.
Qualifications
The audit firm must demonstrate the capability to perform the engagement in line with accepted accounting principles and provide:
- Cover letter with contact details
- Evidence of nonprofit audit experience
- Two current and two past client references
- Proof of registrations with relevant statutory bodies
- CVs of staff and licenses held
- Engagement approach and timeline
- Peer review report and comments
- Budgeted hours and cost (incl. VAT and travel)
- Expected level of client assistance
- VAT must be itemized

Jhpiego may negotiate lower fees and is not required to select the lowest bid.

Conditions for Submission

- Proposal costs will not be reimbursed.

Method of Payment
Payment will be made in two installments:
- 50% upon contract execution
- 50% upon audit completion and delivery of final reports
Invoices must include a detailed description of work performed.
Conclusion
This RFP is an invitation to submit proposals, not an offer. Jhpiego is under no obligation to compensate any party prior to contract execution.
