Request for Proposal for External Audit Services
Lesotho Red Cross Society (LRCS) hereby invites interested Bidders to submit proposals to provide External Audit service to its annual financial accounts for the period beginning 01st January to 31st December 2024.
- The Fiscal Year of the LRCS runs from 1st January to 31st December and it follows accrual basis accounting system. The Financial statements of the Secretariat include Balance Sheet, Income and Expenditure statement, and cash flow statement.:
Interested eligible bidders upon submission of License to Operate/Registered license from proper Authorities may submit proposals. - Information to Prospective Service providers.
The proposal shall be in English language and submitted in a sealed envelope. The Technical Proposal shall be placed in a sealed envelope clearly marked “Technical Proposal.
This envelope shall bear the submission address and other information indicated should be clearly marked “DO NOT OPEN, EXCEPT IN PRESENCE OF THE EVALUATION COMMITTEE.” - All bids must be accompanied by a `one thousand Maloti (M1,000.00) in a form of cash which is non-refundable.

4.1 Experience of the firm;
4.2 Curriculum vitae of senior Professional staff ;
4.3 List of similar organizations audited by the firm and the contacts;
4.4 Staff list with corresponding qualifications
4.5 Detailed proposal on the audit methodology and approach;
4.6 Specimen Management letter;
4.7 Sample audit documents & audit programmes;
4.8 Fees and cost; - Technical Evaluation Criteria
5.1 Firm’s Experience in the Audit of Regional/International Organizations;
5.2 Experience in auditing donor funded projects;
5.3 Detailed Proposal of the audit methodology and approach;
5.4 Organization and Staffing;
5.5 Qualifications and Experiences of Key Personnel;
5.6 General academic education and qualification of the proposed staff ;
5.7 Adequacy for the assignment - Minimum Standards and Qualifications of Personnel Proposed for this assignment
6.1 At least two Audit Partners and are required to be a qualified accountant and hold current membership of an internationally and/or locally-recognized accounting institution and have a minimum of ten years practical experience, with at least three years in regional/international organization.
6.2 The Audit Manager is required to be a qualified accountant and hold current membership of an internationally or locally -recognized accounting institution and to have a minimum of ten years practical experience, with at least three years in regional/international organization
6.3 Audit Assistants are required to be graduates of a recognized university/institution in the fields of Commerce, Accounting and Auditing or equivalent. Audit Assistants must have a minimum of three years relevant experience.
N:B LRCS reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of contract without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the grounds to the LRCS.
LRCS does not bind itself to the lowest bid but rather the lowest responsible bid that is felt to be in the best interest of LRCS.
