- BACKGROUND INFORMATION
The Thaba – Tseka district was formally created as a district in March 1980, making it the youngest district and the only one that was created by the Government of Lesotho since the country’s independence in 1966. With about 28 825 households, the Thaba – Tseka population is spread across 5 constituencies and 13 community councils and the district is home to Paray Mission Hospital. This is in contrast to its population in 1938 when the hospital was formerly commissioned. The district is connected by a 175km (three and a half hours’ drive) tarred road to Maseru, where the national referral hospital is situated.
Paray Mission Hospital is a Roman Catholic Institution located in Thaba-Tseka District, in Lesotho, Southern Africa. Paray Mission Hospital was established in 1938. The facility is run by the Sisters of Charity of Ottawa under Archdiocese of Maseru, they run the facility in collaboration of Christian Health Association of Lesotho (CHAL) and it serves as a district Hospital with a population size of 138,056 (Population census 2016). The Hospital has a capacity of 100 beds (Because space between the beds is tight). The hospital owns a school of nursing called “Paray School of Nursing” and serves as practical’s institution for the school. The school was founded in 1977 and offers three nursing programs, a nursing assistant certificate, a diploma in general nursing and a diploma in midwifery.
The current situation is that with the old thick stone wall structures of 1926 it is difficult to demolish in case of any extension, and the services are not integrated, making it difficult for clients’ movement and better care. There are no specialized units and the general wards are small without required isolation rooms to meet the standards. The current structure is no longer suitable for the population growth since 1926 and rural to urban migration. The old structure will not be demolished, however, a new structure will be constructed at a new space independent of the old structure within the hospital site at Paray Hospital.
In response to rising number of patients accessing services at the Hospital, the Government of Lesotho strongly committed to support the construction of the Hospital to ensure equitable and affordable access of care for Thaba-Tseka community and neighboring districts. Funding has been allocated to conduct a detailed Environmental and Social Impact Assessment (ESIA) to evaluate all potential environment impacts efficiently and effectively, integrated environmental considerations into full design of the project.
- Purpose of the RFP
The main objective of the consultancy is to undertake a detailed ESIA that assesses all potential environmental impacts as efficiently and effectively as possible in order to allow the integration of environment al considerations into the full design of the project
- Selection of Consultants
Consultant will be selected in accordance with Public Procurement Act 2023 and the procedures described in the RFP.

- This is a two-container/ two-envelope system. One container/envelope will be containing One Original and Four (04) hard copies of the Technical Proposal, clearly labelled “Technical Proposal” while the second container/envelope will be containing one original and four (04) hard copies of the Financial proposal and soft copy of the budget on a memory stick, clearly labelled “Financial Proposal”
The two container/envelope Must be put in one Container/envelope bearing no identification of the proposer, clearly marked “Proposal to undertake the Environmental and Social Impact Assessment of New Paray Hospital”
The Proposals must be deposited in the Tender box situated at …………at the address…………….on or before 1000hrs, on the 21st November 2024
Late submission shall not be accepted, and PARAY Hospital shall not consider any proposal that arrive after the submission deadline.
Paray Hospital reserves the right to reject any or all the proposals and is not bound to award the contract to a proposer with the lowest Budget. Paray may cancel the process at any time as a result of unforeseen circumstances beyond Parays’ control.
