Contract LHDA No. 4020 – Construction of Polihali Dam and Appurtenant Works
Background
SUN Joint Venture (SUN JV) is the Contractor for Contract LHDA No. 4020 for the Construction of Polihali Dam and Appurtenant Works under the Lesotho Highlands Water Project (LHWP) – Phase II.
The Polihali Dam site is located approximately 130 km north-east of Maseru and 20 km west of Mokhotlong.
Works Required
SUN JV intends to procure suitably qualified enterprises for:
Lot 9 – Construction of an 11 kV Powerline
The powerline will run from the mini-hydro station inside the dam Outlet House to the Switching Station at the Polihali Commercial Centre.
Eligibility
A Lesotho National Enterprise shall be any legal entity meeting the definition given in the LHWP Phase II Agreement of August 2011, Article 1, provided that for any entity registered after August 2011, more than 75% of its shareholding is held by Lesotho Nationals.
The Project Area is defined as the Mokhotlong District.
EOI Submission Requirements
Interested enterprises must submit a complete set of EOI documents in English in softcopy.
The EOI must include, at a minimum:
- Detailed company profile, including enterprise ownership and registration details.
- Valid Tax Clearance Certificate.
- Evidence of relevant experience and/or similar works executed.
- Audited financial reports for the last five (5) years.
- Details of available resources, equipment and financial capacity.
- Copies of relevant government and/or authority registrations, licences and certifications.
- Any additional information considered relevant to support the EOI.

Closing Date
07 October 2026
EOI documents received after the closing date will not be considered.
Enterprises that pass the EOI evaluation stage will be issued with a full set of Tender Documents detailing the scope of works, drawings, technical specifications and other requirements.
If an enterprise does not receive the Tender Documents by 16 October 2026, it should consider its EOI unsuccessful.
