Background
The Government of the Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Education Improvement Project (LEIP) and intends to apply part of the proceeds toward payments under the contract for the Construction of Classrooms, Latrines and Associated Site Works at Primary Schools – Batch 3.
The Ministry of Education and Training now invites sealed bids from eligible bidders for construction works at the primary schools listed below.
The project is divided into six (6) packages, with each package containing eight (8) to twelve (12) lots.
A bidder may bid for any lot in any package.

Procurement Method
Bidding will be conducted through the National Competitive Bidding procedures specified in the World Bank Procurement Regulations for IPF Borrowers (February 2025, Sixth Edition) and is open to all eligible bidders.

A complete set of bidding documents for each package may be purchased upon payment of a non-refundable fee of LSL2,000.00.

Proof of payment must be presented at the Accounts Department, Ministry of Education and Training Headquarters, near ECOL Offices, to obtain an official receipt.
Documents will be available for collection from 10 August 2026 at the EFU Procurement Unit.
Electronic copies will also be emailed to bidders.
Submission of Bids
Bids must be submitted on or before 29 September 2026 at 10:00 hrs.
Electronic submissions will not be accepted.
Late submissions will be rejected.
Opening Schedule
- Packages 1–3: 29 September 2026 at 10:30 hrs.
- Packages 4–6: 30 September 2026 at 09:00 hrs.

Compulsory Site Visits
Site visits are compulsory for every lot that a bidder intends to bid for.
A Site Visit Confirmation Form signed by the School Principal or Board Member must accompany the bid.
Failure to submit this form will result in disqualification.
Site visits may be conducted Monday to Friday between 08:30 hrs and 16:00 hrs.

All bids must be accompanied by a Bank Guarantee using the prescribed form in the bidding documents.
